Approval of Minutes of the June 19, 2018 Board of Estimates Meeting
The minutes of the June 19, 2018 Board of Estimates Meeting were approved by general consent.
Item No. 07-17-18-01
Mr. Coates presented Solicitation No. 18-295; DES Staffing Consultant, Piggyback # HP10-17.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Ross Coates from the Department of Emergency Services stated that the piggy back contract will be used to complete a staff assessment of DES Communications. Funding sources for this assessment will be split from Efficiency and Innovation and Emergency Services Administration.
The Department of Administration, Efficiency and Innovation recommends award in the amount of $54,952.72 to
Mission Critical Partners of Port Matilda, PA in accordance with Section 41-25 of the Harford County Code.

Item No. 07-17-18-02
Mr. Slattery presented Solicitation No. 18-061; Heating Oil; Change Order #1.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Larry Slattery from the Department of Public Works, Division of Water and Sewer, stated this Change Order is for the supply of heating fuel because of variability in fuel costs and usage related to the heating of the digesters to maintain permit required temperatures. This work is necessary to protect the public health and the environment by reducing pathogens in the biosolids and also reduces the cost of disposal. Sod Run funds are adequate to cover this additional cost for FY19.
The Department of Public Works, Water & Sewer request approval of Change Order No. 1 in the amount of $50,000.00; increasing the contract total to not-to-exceed $150,000.00 per year to Papco Inc. of Ashton, PA in accordance with Section 41-25 of the Harford County Code.

Item No. 07-17-18-03
Mr. Goodwin presented Solicitation No. 18-202; Open-Ended Engineering Contract for various Parks and Recreation projects; Request for Proposal.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Dave Goodwin from the Department of Parks and Recreation stated the typical projects will consist of design, permitting and development of construction and bid documents for facilities such as parking lots, pad sites, ball fields, athletic fields, synthetic fields, trails, other park amenities, interior renovations, historic restorations, park facilities, ADA and code compliance studies and designs, HVAC improvements, and power upgrades. Projects may require wetland delineation, storm water management, surveying, landscaping, forest conservation, traffic studies, sediment control and other permitting processes as required, DAC approval, etc. Fiscally responsible environmental sustainable design elements that consider life cycle costs to reduce consumption and operating costs should be considered as part of the design approach.
The Department of Parks and Recreation recommends award in the amount of not to exceed $500,000.00 per year to Bay State Land Services Inc. of Bel Air, MD and Bayland Consultants & Designers Inc. of Hanover, MD and Clark Azar & Associates Inc. of Germantown MD and Fredrick Ward Associates Inc. of Bel Air, MD and Pennoni Associates, LLP of Baltimore, MD in accordance with Section 41-25 of the Harford County Code.

Mr. Krout presented Solicitation No. 18-283; Tree Trimming and Removal Services for Harford County Parks and Recreation; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Shawn Krout from the Department of Parks and Recreation, stated the approval will allow professional tree trimming and removal services throughout the County.
The Department of Parks and Recreation recommends award in the amount of not to exceed $60,000.00 per year to Harford Tree Experts & Landscaping of Fallston, MD in accordance with Section 41-25 of the Harford County Code.

Item No. 07-17-18-05
Ms. Cornbrooks presented Solicitation No. 18-254; Traffic Paint; Piggyback #001B7400432. Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Tonye Cornbrooks from the Department of Public Works, Highways, stated this contract will provide for paint used in the Highway Maintenance Striping program that covers approximately 1,000 miles of Harford County roads.
The Department of Public Works, Highways recommends award in the amount of not to exceed $80,000.00 to the Sherwin Williams Company of Baltimore, MD in accordance with Section 41-25 of the Harford County Code.

Item No. 07-17-18-06
Ms. Wiggins presented Solicitation No. 19-038; Harford County Medical Director; Negotiated Procurement.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Tami Wiggins from the Department of Emergency Services stated that in May 2017, Harford County Government assumed EMS Operational Authority over all EMS entities in Harford County. Per COMAR, Title 30, the County must have an appointed Medical Director. His duties include, but are not limited to, permitting all field providers rendering emergency medical care in the field to operate under his license; have oversight of DES EMD protocols; insure strict compliance with EMS.
The Department of Emergency Services recommends award in the amount of not to exceed $30,000.00 to Dr. Timothy Chizmar of Bel Air, MD in accordance with Section 41-25 of the Harford County Code.

Item No. 07-17-18-07
Mr. Randy Cunningham presented Solicitation No. 19-059; Bi-Directional Amplifier Capital Project; Piggyback #060B7400088.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Randy Cunningham from the Department of Emergency Services stated this purchase and installation is for 3 bi- directional amplifiers (BDA’s) which are in-building repeaters. The 3 BDA’s will allow public safety transmissions to reach their respective dispatch centers and alleviate a public safety issue. In previous years, BDA’s were installed at other High and Middle schools in the county as well in the courthouse on Main St. To comply with standard requirements, those BDA’s will receive Backup Power supplies where needed, as well as yearly maintenance work.
The Department of Emergency Services recommends award in the amount of $182,264.98 to Communications Electronics Inc. of Timonium, MD in accordance with Section 41-25 of the Harford County Code.

Mr. Nick Kuba from the Office of Information and Communication Technology stated this covers the annual software subscription and support renewal.
The Department of Information and Communication Technology recommends award in the amount of $130,920.00 to EPlus Technology Inc. of Herndon, VA in accordance with Section 41-25 of the Harford County Code.

Mr. Kuba presented Solicitation No. 11-107A; SumTotal HR- Payroll Software Maintenance; Sole Source. Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Nick Kuba from the Office of Information and Communication Technology stated this covers the annual software support and maintenance for the HR/Payroll system for one year.
The Department of Information and Communication Technology recommends award in the amount of $244,618.02 to Sum Total Systems, LLC- formerly Accero Inc.-Cyborg of Lake Oswego, OR in accordance with Section 41-25 of the Harford County Code.

Mr. Maley presented Solicitation No. 19-019; Waterproofing and Masonry Stair Replacement at the Children’s Center of North Harford; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Ed Maley from the Department of Public Works, Capital Projects, stated this project includes removal and replacement of deteriorated front stairs and waterproofing needed to stop flooding in the basement.
The Department of Public Works, Capital Projects recommends award in the amount of $86,250.00 to Modern Construction Services Inc. of Street, MD in accordance with Section 41-25 of the Harford County Code.

Mr. Smith presented Solicitation No. 18-180; Tollgate Road Improvements; Competitive Sealed Bids. Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Carlos Smith from the Department of Public Works, Engineering, stated this project is for the reconstruction, road repair and resurfacing of Tollgate Road between the limits of West Ring Factory Road and Plumtree Road.
The Department of Public Works, Engineering, recommends award in the amount of $3,817,777.00 to Allan Myers MD Inc. f/k/a/ American Infrastructure of Fallston, MD in accordance with Section 41-25 of the Harford County Code.

Mr. Stratmeyer presented Solicitation No. 18-262; Subsurface Explorations for Engineering Projects; Competitive Sealed Bid.

Mr. Jeff Stratmeyer from the Department of Public Works, Engineering, stated this is an on-call requirements contract to procure subsurface explorations for various projects throughout Harford County with funds available on a project by project basis.

Ms. Tiffany Fitzpatrick from the Department of Procurement, Fleet Management, stated the purchase amount after a trade in of unit 0670 in the amount of $24,000.00.
The Department of Procurement, Fleet Management, recommends award in the amount of $229,511.62 to JESCO Inc. of Rosedale MD in accordance with Section 41-25 of the Harford County Code.

Ms. Fitzpatrick presented Solicitation No. 19-061, on behalf of Warren Patrick; Various builds of Dump Trucks, DPW Highways (6) with plow and spreaders; DPW Water and Sewer (1) Cab and Chassis only; Fleet Motor Pool (1) Cab and Chassis only; Piggyback # 4400003265.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Tiffany Fitzpatrick from the Department of Procurement, Fleet Management, stated that the purchase is for six (6) 2019 International 7400 SFA Dump Truck with plows and spreaders will be for DPW Highways, DPW Water and Sewer will purchase one (1) 2019 International 7400 SFA Cab and Chassis only, and the Motor Pool will also purchase one (1) 2019 International 7400 SFA Cab and Chassis only.
The Department of Procurement, Fleet Management, recommends award in the amount of $1,016,569.62 to Hickory International Inc. of Bel Air, MD in accordance with Section 41-25 of the Harford County Code.

Item No. 07-17-18-16
Ms. Carpenter presented Solicitation No. 15-241; Refuse and Recycling Collection; Change Order #9.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Christine Carpenter from the Department of Procurement, stated that this will extend the term of Contract #15- 241 for an additional two, one-year periods. The Change Order will extend the contract until June, 2021 and also allow Harford County Schools to join in a cooperative purchasing agreement with Harford County, Maryland as a savings over their current provider.
The Department of Procurement, on behalf of Facilities and Operations, requests approval for Change Order #9 to add two (2), one (1) year options to contract 15-241; Refuse and Recycling Services. The amount will remain not to exceed $140,000.00 to Waste Industries of MD, LLC d/b/a Harford Sanitation of Street, MD in accordance with Section 41-25 of the Harford County Code.

Item No. 07-17-18-17
Ms. Schafer presented Solicitation No. PM11-013; Emily Bayless Graham Charitable Trust Property; Negotiated Acquisition.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Erin Schafer from the Department of Facilities and Operation, Division of Property Management, stated that Harford County wishes to Surplus, in fee simple, real property known as Parcel 3 containing 41.379 acres, more or less, located on the east side of Tollgate Road, south of Wheel Road, unto the Trustee, Thomas J. McGrath, of the Emily Bayless Graham Charitable Trust.
The Division of Property Management recommends the approval of the surplus of real property described above from Harford County to the Emily Bayless Graham Charitable Trust, in the amount of $0.00 in accordance with Section 1- 29 of the Harford County Code.
