Harford County Historic Preservation Commission met October 3.

Call to Order
The regular monthly meeting of the Historic Preservation Commission was called to order on Wednesday, October 3, 2018 at 7:07 pm.
Welcome & Introduction
Ms. Deibel welcomed everyone to the meeting.
Review and Approval: August 1, 2018 Meeting Summary
Mr. Sherrill moved to approve the meeting summary. Mr. Coatesseconded the motion. The motion passed unanimously.

Old Business
Graham Property
Ms. Merritt provided an update about the Graham Property. Issues concerning the historic house was brought to the Commission by Mr. Rick Herbig’s at the August HPC meeting. Ms. Merritt contacted Mr. Paul Magness, Deputy Director of Parks and Recreation. He said that all questions or concerns regarding the property should be directed to him. Currently,there is a caretaker on the site. Parks and Recreation have requested a cost proposal to stabilize and weatherize the main house. In addition, they are awaiting a response from the property’s trustees about their request for funds to assist with the stabilization of the main brick house.
Mr. Magness also mentioned, that he would like to work with the HPC to develop programing for the park on historic farming practices.
Ms. Deibel said that Mr. Magness should also talk with Bill Amoss and the Agricultural Preservation Board. They will have more knowledge on farming practices.
Historic Preservation Awards
Ms. Merritt shared that she made some changes/updates to the nomination packet based off of the feedback given at the August 1st meeting.
She said that she can’t finalize as date for the Awards until after the election.
The start time for the Awards ceremony itself will be moved from the morning to the afternoon.
Ms. Merritt said that she is waiting to hear back from Mr. Magness about Tudor Hall as a venue for the Awards this year.
The nomination period will open December 1, 2018 and end January 18, 2019. That will hopefully give enough time before and after the holidays for people to submit nominations.
There was some general discussion about possible projects. Mr. Bensen mentioned Blenheim in Bulle Rock. He knows that the new owner has been working on the house, but it not sure if is being done using the Standards.
Mr. Sherrill mentioned the Grey Lady in Havre de Grace.
Ms. Merritt said that she has a contact with DNR and hopefully we can find some projects at Susquehanna State Park.
Harford Community College was also mentioned for their programs and exhibits at the Hays-Heighe House.
CLG – Legislation Update
Ms. Merritt shared that the legislation is ready to be introduced to the Council. She is still waiting to hear when it will happen.
Other Business
Tudor Hall Paint Analysis
Ms. Merritt shared with the Commission the results of the paint analysis conducted on Tudor Hall, which the Commission recommended to Parks and Recreation last year. The analysisrevealed the body of the house was painted a dark brown, most likely to emulate brownstone. Surviving original trim work revealed a lighter brown hue.
The painting project is currently out to bid by Parks and Recreation. Parks and Recreation are moving forward with the color scheme they originally picked out and presented to Mr. Mosca, the paint analyst, which was a lighter brown base for the house and a darker brown for the trim. Mr. Mosca did say in his report that this scheme presented to him is a very good and plausible color for the period.
