The opening prayer was delivered by Minister Will Brown, Aberdeen Church of Christ.

The Pledge of Allegiance was led by Councilman Lindecamp.

E. APPROVAL OF CONSENT AGENDA - None

F. APPROVAL OF MINUTES

A motion was made by Councilman Lindecamp and seconded by Councilwoman Landbeck to approve the minutes for the September 24, 2018 and October 8, 2018 Council Meetings.

The motion carried by a vote of 4 – yes; 1 – absent; 0 – no.

A motion was made by Councilwoman Landbeck and seconded by Councilman Taylor to adopt Ordinance No. 18-O-31, Amendment to City's Personnel Policy Manual (3) Anti-Nepotism.

The motion carried by a vote of 4 – yes; 1 – absent; 0 – no.

A motion was made by Councilwoman Landbeck and seconded by Councilman Taylor to adopt

Ordinance No. 18-O-33, Amendment of FY 2019 Budget (3).

Councilwoman Landbeck and Councilman Taylor agreed to sponsor the Ordinance. A motion was made by Councilwoman Landbeck and seconded by Councilman Taylor to introduce Ordinance No. 18-O-34, Amendment of FY 2019 Budget.

The motion carried by a vote of 3 – yes; 1 – no; 1 – absent.

K.4 Resolution No. 18-R-04, Greater Aberdeen Havre de Grace Enterprise Zone/Lidl US Operations LLC (For Introduction & Adoption) (Sponsor/s needed) [1st meeting]

K.5 Resolution No. 18-R-05, Greater Aberdeen Havre de Grace Enterprise Zone/102 N. Rogers Street (For Introduction & Adoption) (Sponsor/s needed) [1st meeting]

Councilwoman Landbeck and Councilman Taylor agreed to sponsor Resolution No. 18-R-04 and Resolution No. 18-R-05. A motion was made by Councilwoman Landbeck and seconded by Councilman Taylor to introduce Resolution No. 18-R-04, Greater Aberdeen Havre de Grace Enterprise Zone/Lidl US Operations LLC and Resolution No. 18-R-05, Greater Aberdeen Havre de Grace Enterprise Zone/102 N. Rogers Street.

The motion carried by a vote of 4 – yes; 1 – absent; 0 – no.

N. UPDATES FROM CITY MANAGER AND STAFF

N.1 City Manager Briefing

The City Manager discussed the American Red Cross Blood Drive, Veterans Day observation, the Lidl construction, and the increase in building permits in Aberdeen.

N.2 West Bel Air Avenue Revitalization Project - Kyle Torster, DPW Director and Parley Hess, Assistant City Engineer

Suggested Action: Requesting formal support for the City Staff to proceed in partnering with State Highway administration to 1) Replace Stamped Brick along West Bel Air Ave as identified by staff between Route 40 to RR Tracks. 2) Modify SHA HA4525177 design to allow for the inclusion of pedestrian bump-outs between Howard and Parke Street along West Bel Air.

The Council directed the staff to abandon the plan to remove the red stamp concrete. They approved the traffic calming.

N.3 Bid No. 19-03, James Street Interceptor Phase II & Graceford Drive Manhole

Replacement, Suggested Action: Approve Bid

Mr. Torster explained that there was a bid discrepancy on the low bid and it was withdrawn. The Department recommended the second lowest bidder, Daco Construction.

A motion was made by Councilman Lindecamp and seconded by Councilwoman Landbeck to approve Bid No. 19-03, James Street Interceptor Phase II & Graceford Drive Manhole Replacement to Daco Construction, Hanover, Maryland in the amount of $474,500.

The motion carried by a vote of 4 – yes; 1 – absent; 0 – no.

Nays: None

Mr. Torster updated the Council that the waste water treatment plant screens were operational.

O. PUBLIC COMMENT - Maximum of 5 minutes per person unless authorized by the Council.

Robert Hartman, Paradise Road: Mr. Hartman asked about underground power lines. The Council discussed the high expense of this.

P. BUSINESS OF MAYOR AND COUNCIL

Councilman Lindecamp commented on Ordinance No. 18-O-34. The Mayor said that the Middelton Road project was proceeding as planned and discussed the Keeping Aberdeen Beautiful campaign for collection of trash.
