City of Havre de Grace Council met Nov. 5.

Here is the minutes provided by the council:

The regular meeting of the Mayor and City Council was called to order on November 5, 2018 at 7:30 p.m. with Mayor Martin presiding and the following Council Members Present: Council Member’s Glenn, Martin, Robertson, Tomarchio and Ringsaker. The Pledge of Allegiance was led by Mayor Martin and the opening prayer was led by Pastor Ricardo Burns of St. James AME. A motion was made by Council Member Ringsaker and seconded by Council Member Robertson to approve the council meeting minutes of October 15, 2018. Motion carries 5-0

Comments from citizens on agenda items: Kirk Smith; Washington Street. Asked for clarification on budget amendment 2019-03.

Appointments: A motion was made by Council President Glenn and seconded by Council Member Robertson to approve the appointment of Mrs. Carolyn Zinner to fill the vacant council seat. Motion carries 5-0.

Mayor Martin administered the Oath of Office to Mrs. Zinner. Mrs. Zinner took her seat on the dias.

A motion was made by Council Member Robertson and seconded by Council Member Martin to approve the following appointments to the Youth Commission; Dena Cardwell (1 year appointment), Eleicia Henson (2 year appointment), William Howard, Jr. (1 year appointment) and Tracy Robertson (2 year appointment) Motion carries 6-0

Mayor Martin administered the Oath of Office to the members of the Youth Commission.

Resolutions: 

A Resolution By The Mayor And City Council Of Havre De Grace, Maryland, (“City”) Pursuant To The Authority Of Article Xi-E Of The Constitution Of Maryland, The Provisions Of Article 23a Of The Annotated Code Of Maryland, And Section 76 Of The Charter Of Havre De Grace, Maryland, To Approve A Lease Of A Portion Of City Property To The Havre De Grace Chamber Of Commerce, Inc (“Chamber”)

A motion was made by Council President Glenn and seconded by Council Member Martin to introduce Resolution 2018-20; motion carries 6-0

After the header was read and assigned a number, a motion was made by Council President Glenn and seconded by Council Member Tomarchio to adopt Resolution 2018-20. Motion carries 6-0

New Business A motion was made by Council Member Robertson and seconded by Council Member Tomarchio to approve Budget Amendment 2019-03; motion carries 6-0

A motion was made by Council Member Robertson and seconded by Council Member Tomarchio to approve Budget Amendment 2019-04; motion carries 6-0

Directors Report: Mr. Patrick Sypolt- Director of Administration: “This coming Monday, November 12th City Hall will be closed in observance of Veteran’s Day. City Hall will be open for business on Tuesday November 13th, at 8:00 a.m. Beginning Friday, November 9th and continuing for the next several weekends the Tidewater Players present “Winter Wonderettes” at the Cultural Arts Center at the Opera House. One of their most highly requested audience favorite productions returns by popular demand with a new holiday version. Please visit our web site at hdgoperahouse.org for show times. On Saturday, November 10th, from 9:00 a.m. until 2:00, the Havre de Grace High School Music Boosters will be hosting the annual Holiday Craft and Vendor Fair at the High School Auditorium. There will plenty of crafts, vendors, raffles, snacks and pit beef. Please include this fair in your holiday shopping travels. Beginning on Friday, Nov. 16th, and continuing for several weekends, the Tidewater Players will be performing “A Christmas Story ~ the Musical”. The Tidewater Players are very excited to be putting on this production because it is a Maryland Premiere and named one of USA Today’s Best Musicals of 2012. This is surely one musical you don’t want to miss. For a listing of show times and dates please visit the hdgoperahouse.org website. On Friday, Nov. 16th, Arts by the Bay will be hosting a Harvest Reception from 7:00 until 9:00 p. The Arts by the Bay Gallery will have on display new artwork, pottery, and jewelry and showcasing a new featured artist. If you haven’t started yet this would make for a great place to start your holiday shopping or to find the unique one-of-a-kind gift. Come out and visit your Farmer’s Market at Hutchins Park on Saturday between 9:00 a.m. and noon. There are only two Saturdays remaining on their 2018 season. Mr. Shane Grimm: Deputy Director of Planning “The City is doing well with new permits, receiving 9 new construction permits last month. A total of 46 permits were received during the month of October. The Havre de Grace Historic Preservation Commission compiled this list of important properties in the City’s National Register Historic District as a starting point of what are known, documented structures since the initial historic inventory of the 1970’s. This compilation of 148 structures includes properties of the Maryland Inventory of Historic Properties (MIHP) as part of Maryland Historical

Trust, identified structures on the Lafayette Trail Guide which was initiated in 1981, and Surviving Structures from The War of 1812 which were researched as part of the City’s 200th Anniversary commemoration activities. The Board of Appeals will have a hearing on November 15th at 7:00pm to review the plans for 100 Alliance Street.”

Mrs. Erika Quesenbery Sturgill: Director of Economic Development “We are working toward a quasi hackathon in partnership with Def Tech Maryland, or Dfense Technology Commercialization Center to be held in the early spring of 2019. This program is for product delivery as well as real world solutions for existing concerns from environmental to technological, defense to public safety, communications to 3-D printing adaptive uses. DefTech is located at 2021 Pulaski Highway here in Havre de Grace and serves as a hub for collaboration on advancing the commercialization of US Army technologies spinning out of APG. Learn more at www.deftechmd.net The Historical Society of Harford County and Aberdeen Proving Ground are joining together to present a Brown Bag Lunch presentation on the History of Innovation at Aberdeen Proving Ground. The presentation will be at the historical society headquarters at 143 N. Main St., Bel Air, Tuesday, November 13, from 12:30 to 1:30 p.m. The lecture will be presented by historian Jeffery Smart. Just a quick reminder that the Harford Transit LINK and Harford Transit Bus Service is closed Monday, November 12, for Veterans Day so other arrangements will need to be made for those in need of transportation for work or other appointments. HDGOED participated in the launch of the new AMMP or Advanced Manufacturing Materials and Processes facility in Aberdeen in the former HEAT Center at the end of last month. The center is position to help Harford become a hub for research and development on 3-D printing components for civilian and military use. Around 150 people attended the event that is an initiative of the Michigan- based National Center for Manufacturing Sciences, which is partnering with the Army Research Laboratory and local governments. Join the Maryland Department of Commerce and the Harford County Office of Community & Economic Development for an informational session and Q&A led by Suzanne palmer from Export Compliance Solutions, Mon., November 19, from 8 to 10 a.m. Ms. Palmer will walk participants through what they need to know when deciding whether to export their product or service, including an overview of export controls like EAR and ITAR regulations. This training, “Exporting for Defense Contractors: Is it an Option?” is specifically for Maryland defense firms interested in exporting but unsure whether it is an option for them. This learning opportunity is part of the Maryland Defense Diversification Assistance Program and will be offered at the Harford County Office of Community and Economic Development Training Room, 2021 Pulaski Hwy., Havre de Grace. Mr. George DeHority: Director of Finance Mr. DeHority gave financial overview. He is pleased with the City’s finances.

Mrs. Teresa Gardner: Director of Public Works Mrs. Gardner reminded citizens that raking the leaves into the street is not permitted. Bag all leaves and sit them out with Yard Waste. Mrs. Gardner reminded citizens that there will not be any collection on Thanksgiving and Christmas. Mrs. Gardner also reminded citizens to secure trash and recycle cans with lids.

The Department of Public Works, weather permitting will be doing upgrades to the City Parks. Mrs. Gardner reminded citizens not to dump their fats, oils and greases down the sink. The Department of Public Works won the rodeo again this year.

Teresa Walter: Chief of Police Chief Walter announced 400 pounds of prescription drugs was collected in HDG during the Drug Take Back on 10/27. Chief Walter advised that foot patrol will increase during the holidays.

Business from Mayor Martin: “On Sunday, November 11th , the City will be commemorating the life of one of our favorite sons, Nobel Mentzer, by dedicating the flagpole at Veteran’s Park in his honor. Nobel Mentzer served in two branches of the military; the Navy and the Army, a member of the Susquehanna Hose Company, the American Legion Post #47 and the Young at Hearts. He was a volunteer at the HdG Decoy Museum and participated monthly at the Perry Point VA Medical Center as a mentor and friend to patients there. He was truly a pillar of this community in both word and deed. The dedication begins at 10:00 a.m. again, at Veterans’ Park. Also, on Sunday, November 11th; our community will be honoring our Veterans with the Veteran’s Day ceremony at the Tydings Park War Memorial beginning at 11:00 a.m. Veterans Day Remembrance - Tolling of the Bells at 11am on November 11th The Third Annual Great Havre de Grace Oyster Fest will be happening on Saturday, November 17th from 4:00 until 9:00 p.m. at the Community Center, 100 Lagaret Lane, in HdG. Catering by Atlantic Caterers. Mayor Martin took a moment to speak about Todd Bol. In 2009, Todd Bol of Hudson, Wisconsin built a model of a one room schoolhouse. It was a tribute to his mother; she was a teacher who loved to read. He filled it with books and pit on a post in his front yard. His neighbors and friends loved it, so he built several more and gave them away. In Havre de Grace we have 7 L.F.L. and there is always room for more. Business from Council:

Council Member Ringsaker: Council Member Ringsaker welcomed Council Member Zinner. Council Member Ringsaker thanked Joey Jobes for the Youth Hunt. Council Member Ringsaker thanked the HDG Recreational Committee for the Halloween Parade. Council Member Ringsaker thanked Weblo Pack 965 for leading us in prayer.

Council Member Tomarchio: Council Member Tomarchio announced the Tree Commission will meet on 11/8 and the Street and Traffic Safety Advisory Board will meet on 11/26. Council Member Tomarchio announced the Holiday Craft Fair that benefits Music Boosters. Attended the kettle kick off sponsored by The Salvation Army.

Reminded citizens to change their batteries in the smoke and carbon monoxide detectors. Council Member Tomarchio welcomed Council Member Zinner.

Council Member Robertson: Council Member Robertson thanked everyone who supported the Youth Commission. Council Member Robertson congratulated Council Member Zinner. Reminded everyone about Veterans Day on 11/11/18 The 5th Annual Veterans’ Small Business Week kicked off today and continues through Friday, November 9. Collectively veteran-owned businesses employ five million workers and generate $1.1 trillion in receipts. The Small Business Administration and partner organizations, including the Havre de Grace Office of Economic Development, are working together to empower veterans by equipping them with business startup counseling, training, access to capital and contracting opportunities. To honor “vet-repeneurs” there will be a Veterans in Focus Panel Discussion and Matchmaking Event at the General Services Administration, GSA, Headquarters, in Washington DC, with live webinar feed, Thursday November 9, at 9:30 a.m. Tips and information will also be available utilizing the hashtag My Vet Biz on Twitter, Instagram, Facebook, and Reddit.

Council Member Martin: Council Member Martin announced HDG hosted the MML Quarterly Dinner. The Water and Sewer Commission will meet on November 9 at 3pm. An informational session at Bulle Rock will be held on November 10, from 9-noon.

Council Member Zinner: Council Member Zinner thanked everyone for their support. She is waiting for committee assignments to be assigned.

Business from Council President: Welcomed Council Member Zinner to the dias. Commended CM Robertson for working hard to find dedicated volunteers for the Youth Commission. Attended two valuable “Listen and Learn” sessions with the Superintendent of Harford County Public Schools. Attended the pre tour of the Harford County Crisis Center. Congratulations to Chris Hedges of HDG Elementary School for receiving the Outstanding Maryland Elementary Science Educator Award. Council President Glenn gave several Warrior accolades.

Citizens Comments: Mrs. Parsons; Otsego St: Thanked DPW, PD and Planning for their continued customer service. Fred Wills: Reminded everyone about the Annual Thanksgiving Dinner and help is to arrive at 10am at the Community Center.

A motion was made by Council President Glenn and seconded by Council Member Ringsaker to adjourn at 8:41 P.M. Motion carries 6-0.
