Havre de Grace City Council met Sept. 17.

Here is the minutes provided by the council:

The regular meeting of the Mayor and City Council was called to order on September 17, 2018 at 7:00 p.m. with Mayor Martin presiding and the following Council Members Present: Council Member's Glenn, Martin, Tomarchio, Robertson and Ringsaker. Council Member Worrell was absent for the meeting. The Pledge of Allegiance was led by Mayor Martin and the opening prayer was led by Reverend Gene Proud. A motion was made by Council Member Robertson and seconded by Council Member Tomarchio to approve the council meeting minutes of September 4, 2018. Motion carries 5- 0.

Comments from Citizens on Agenda Items: Mr.Joe Miller- President of the Susquehanna Hose Company; Mr. Miller spoke in support of the resolution on the agenda this evening.

Presentations: Mr. Ed Rybczynski and Mr. Dominic Corson of the Susquehanna Running Festival; thanked Mayor Martin, City Council Members, staff and citizens for the support with the planning of this event and is looking forward to next year.

Appointments: A motion was made by Council Member Tomarchio and seconded by Council Member Robertson to approve the re- appointments of Carole Andrews, James McFarland and Kathleen O'Brien to the Tree Commission. Motion carries 5- 0

A motion was made by Council Member Robertson and seconded by Council Member Martin to approve the re- appointments of Donnell Smith, Lisa Scott- Coleman and Terri Kearney to the Economic Development Advisory Board. Motion carries 5- 0

A motion was made by Council Member Robertson and seconded by Council President Glenn to approve the new appointments of Paul Sobus, David Karczeski and Lisa Robinson to the Economic Development Advisory Board. Motion carries 5- 0

Oath of Office Mayor Martin administered the Oath of Office to Paul Sobus and Lisa Robinson. Mayor Martin will administer the Oath of Office to David Karczeski later this week in his office.

Resolutions:

A RESOLUTION BY THE MAYOR AND CITY COUNCIL OF HAVRE DE GRACE, MARYLAND, PURSUANT TO THE LOCAL GOVERNMENT ARTICLE OF THE ANNOTATED CODE OF MARYLAND AND SECTION 34 OF THE CITY CHARTER TO AUTHORIZE THE MAYOR TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH THE SUSQUEHANNA HOSE COMPANY( SHCO) AS IT RELATES TO THE USE OF THE SECOND FLOOR AREA OF THE UNION AVENUE FIREHOUSE KNOWN AS FIREHOUSE# 2

A motion was made by Council President Glenn and seconded by Council Member Martin to introduce Resolution 2018- 17. Motion carries 5- 0; after the header was read into the record and the rationale of the legislation was explained, a motion was made by Council President Glenn and seconded by Council Member Ringsaker to adopt Resolution 2018- 17. Motion carries 5- 0

New Business A motion was made by Council Member Ringsaker and seconded by Council Member Martin to approve the license agreement for 350 Bourbon Street. Motion carries 5- 0.

A motion was made by Council Member Ringsaker and seconded by Council Member Robertson to approve the license agreement for 611 S. Union Ave. Motion carries 5- 0.

A motion was made by Council Member Martin and seconded by Council Member Robertson to approve the use of city parking spots for the American Legion Oktoberfest on October 6, 2018; Motion carries 5- 0.

A motion was made by Council Member Robertson and seconded by Council Member Ringsaker to approve the Fall Carnival on October 25- 28 at Tydings Park; Motion carries 5- 0.

Mr. Shane Grimm: Deputy Director of Planning: An update of our Critical Area maps and program refinements will be coming to Mayor and City Council very soon. The Maryland Critical Area Commission is in the process of updating Critical Area maps in all affected jurisdictions around the State. Both Harford County and Havre de Grace, which have separate Critical Area programs, have been initiated, and we have been working with Critical Area staff and from the Eastern Shore Regional GIS Cooperative (ESRGC) in Salisbury for over a year for the new base mapping. The Statewide Base Map includes a State-determined shoreline and landward boundary of tidal wetlands and a digitally generated, geo-referenced 1, 000-foot Critical Area boundary, for integration into a Geographic Information System (GIS).

This Critical Area Mapping Update will allow local Critical Area maps to: Be incorporated into the Maryland iMap System; Facilitate access to official Critical Area Maps via the internet; Use current aerial imagery as a base map; and Reflect current shoreline and wetland conditions. There is an interactive mapping tool on-line on the Department of Natural Resources Critical Area Commission website (http:www// dnr.marybnd.gov/criticalarea), if you are interested.

We are meeting with CA staff this week to lay out a timetable for a public work-session on the mapping itself, which will be run by CA staff members. We want to get new Council members and the Administration as well as the public up to speed on this Critical Area mapping and regulations. The Critical Area is State law that governs land use in the first 1000- feet from Mean High Water and is administered locally. Havre de Grace Maritime Museum will be having a Shoreline Planting event this Wednesday (September 19th) evening from 5:00 pm to 7:00 pm. Staff from the Environmental Center are looking for volunteers to help plant native species along the shoreline where it has been graded and prepared for fall planting season. This benefits all those who enjoy the Promenade's beautiful setting here at the top of the Chesapeake Bay. They are meeting in front of the Decoy Museum, again from 5 to 7 this Wednesday evening.

Mrs. Erika Quesenbery Sturgill: Director of Economic Development Harford County Business Appreciation Week The Havre de Grace Office of Economic Development recognizing several businesses during their anniversaries in 2018. Among these are:

Acer Exhibit& Events at 15 years who was also recognized for being Maryland's fourth largest veteran-owned business by revenue this year by the Baltimore Business Journal East Coast Tire on Adams Street with 15 years Ashley Addiction & Treatment Services with 35 years Bomboy's Candy celebrated 40 years as is Fender Enterprises Fence by Fenner is celebrating 45 years, St. John's Towers celebrated 50 years this summer Tidewater Marina is marking 65 years and WHGM Smash Hits is celebrating 70 years in business as is Ryan's Furniture on Route 40, a retail store that is family owned and operated and was opened in 1948

Mr. George DeHority: Director of Finance Mr. DeHority reminded citizens the deadline for real property taxes are due at the end of the month. Mr. DeHority gave a financial performance of the city update.

Mrs. Teresa Gardner: Public Works Director: Mrs. Gardner stated has been onsite during several projects going on throughout the City. Mrs. Gardner gave an update on the paving project.

Chief Teresa Walter: Police Department Chief Walter thanked the citizens and businesses of Havre de Grace, law enforcement colleagues, Cecil county police, local fire, ems and Government for their support with the Running Festival. October is Breast Cancer Awareness Month and the police department is selling pink HDG patches for$ 5. Cops of Roof Tops is scheduled for September 29, from 5am to 9pm at the HDG Dunkin Donuts to benefit the Maryland

Special Olympics.

Business from Mayor Martin: Mayor Martin commended the successful Susquehanna Running Festival and looks forward to next year. Mayor Martin was pleased with the Food Truck Festival. Mayor Martin commented on the Harford Magazine, Fall Edition; the featured home was a Havre de Grace home owned by Ed and Karen Garono-" The Grey Lady" Mayor Martin announced the upcoming Oktoberfest on October 13, 2018 from noon-7pm at Hutchins Park. He also announced the upcoming performances at the Opera House.

Business from Council:

Council Member Martin: Council Member Martin asked for thoughts and prayers for the victims of hurricane Florence. Council Member Martin announced Water and Sewer met on Friday and the Ethics Commission met today- both meeting minutes will be posted. Council Member Martin received many positive comments on the Food Truck Festival.

Council Member Worrell: Absent

Council Member Ringsaker: Council Member Ringsaker advised the boat ordinance will be on the agenda for the next council meeting. Council Member Ringsaker thanked Ron Browning for organizing the community yard sale. The Running Festival was a success; both for the runners and for our City. Attended the Food Truck Festival which was a success. Council Member Ringsaker commended Shane Grimm for his vast knowledge he brings to the City.

Council Member Robertson:

The Havre de Grace Economic Development Advisory Board will meet this Wednesday, September 19 from 4 to 5 p.m. at City Hall. That same evening the Northeastern Maryland Technology Council will hold their annual Wine on the Water event at La Banque de Fleuve' s Seaplane Base on St. John Street. Our city office of Economic Development is a wine glass sponsor for this sold out event.

The Havre de Grace Economic Development Advisory Board would also like to encourage you to visit www.harfordmagazine.com to vote for your favorite dining spots in Harford County now through September 30. Be sure to vote for your favorite Havre de Grace Businesses and events. Family Fun Night will be held on September 24, 2018

Council Member Tomarchio: Council Member Tomarchio announced" Letters from Home" sponsored by the Arts Commission on 9/ 24/ 18 at 6pm. Council Member Tomarchio thanked everyone who was involved in the Running Festival. Council Member Tomarchio is looking forward to Oktoberfest. On behalf of Chief Hurst, please check and replace smoke and carbon monoxide detectors.

Business from Council President: Council President Glenn encourages citizens to attend" Letters from Home" sponsored by the Arts Commission. Council President Glenn commends the administration for the preparation of the possible storm. Council President Glenn stated the Food Truck Festival was a success but we still need to work out a few things. Reported the Maryland Food Truck Association did not respond to our local food trucks and we will be having a follow up meeting to discuss the recruitment of the trucks. Attended the APG Oktoberfest with Mayor Martin. The fall sports are in gear and asked that citizens be mindful of the foot traffic near Harris Stadium. Council President Glenn responded to an editorial in the paper concerning the new hospital- followed by stating the City of Havre de Grace has been very accommodating- the city has sent countless letters to UCH and has kept the communication open. He stated" the door is still open."

Comments from Citizens: Chuck Maslin: 100 s. Washington St. Mr. Maslin commended the Mayor and Council for attempting a Food Truck Festival however expressed concerns. Stated HDG has 10 food trucks and he would like to see them participate. Advised he has been trying to contact the sponsor of

the event without success.

Mike Tarquinii: 608 Lafayette St. Mr. Tarquinii would like the Council to look for a fair remedy to the boat ordinance that allows boat owners to still stay in compliance when citizens pull their boats out of the water for the winter.

Camay Murphy 564 Green St. Mrs. Murphy announced St. John's Church will be holding their yard sale on October 13th.

Walter Glenn: 122 Anderson Ave: Mr. Glenn wished his son, Council President Glenn and very Happy Birthday.

A motion was made by Council President Glenn and seconded by council Member Ringsaker to adjourn at 8:37pm; Motion carries 5- 0.
