Harford County Electrical Board met Oct. 3.

Here is the minutes provided by the board:

The Harford County Electrical Board met in the 1st floor conference room, Department of Inspections, Licenses and Permits, at 220 South Main Street on October 3, 2018. The following members were present:

Members:

Tom Merkey, Chairman Tom Awalt, Vice Chairman William Smith James Wright Brigette Hardesty, Secretary to the Board Milford Badders, Chief, Electrical Service

Invitees: Scott Schott, Chief, Plumbing and Mechanical Services Heather McHugh, Secretary to the Mechanical Board Richard Foard, Chairman, Mechanical Board Kenny Blevins, Vice Chairman, Mechanical Board

The Board reviewed and approved the minutes from September 5, 2018.

NEW BUSINESS:

NAME OF APPLICANT

Corey Hall Nice & Easy Electric LLC

REASON FOR APPEARING 

Working without valid electrical permit for 1123 Valley Leaf Court

RESULTS 

Did not appear. The Board motioned to suspend electrical license until appearing before Electrical Board. The Board requested to send letter of suspension and to appear before Electrical Board to prevent revocation. The State of MD Electrical Board will be notified as well.

In attendance to discuss the Limited-HVAC license "Residential HVAC Service and Replacement License" was Scott Schott, Chief, Plumbing and Mechanical Services, Heather McHugh, Secretary to the Mechanical Board and Kenny Blevins, Vice Chairman, Mechanical Board. Richard Foard was unable to attend. Mr. Schott stated on behalf of the Mechanical Board and the HVAC industry, they attended to discuss this license and the exam created by the Electrical Board.

Mr. Smith stated two (2) tests were generated for discussion and some guidelines for the license. The license applicant shall have been regularly and principally employed for three (3) years preceding application. The test is open book from the 2017 National Electric Code and is given three (3) times a year, January, May and September. The fee is $30. Replacement and changes can only be done for "Equal or Less Size". The Board confirmed the title of this license as "Limited - Residential HVAC Service and Replacement License". Approval was granted by the Electrical Board to include the following scope of items in the limited license exam:

1. Change breaker 

2. Replace whip (wire size) 

3. Replace disconnect 

4. Allowable ampacities of wire (panel breaker and unit itself) 

5. Copper to aluminum (connections and changing wire out) 

6. Proper grounding. 

7. UF cable for exterior usage

NOT APPROVED: 

1. Receptacle to condensate pump/humidifier, in the limited electrical license. 

2. Any increase in size of breakers, wire, disconnects and conduits.

Test information will be as follows:

The allowed test time is two (2) hours 

The test will consist of fifty (50) questions 

Each question is worth two (2) points for a total of one-hundred (100) points 

National Electrical Code Books and calculators are allowed in the testing room 

There are sixteen (16) theory questions and thirty-four (34) code article questions 

Theory questions include:

Electrical terms

Electrical definitions

• Understanding of electrical theory fundamentals

HVAC terms HVAC definitions Understanding of HVAC theory fundamentals

The NEC code article questions will cover articles:

> 100, 110, 200, 240, 250,300, 310, 314, 340, 348, 350, 356, 358, 360, 362, 408

A discussion was held regarding refresher courses for HVAC applicants through the Heating and Air Conditioning Contractors of Maryland (HACC) 410.431.8889 prior to test. Scott Schott and Milford Badders will be meeting with the Heating and Air Conditioning Contractors of Maryland (HACC) on October 18, 2018. They will relay information regarding the scope of this license and testing information and be available for any questions.

Scott Schott, Chief, Plumbing and Mechanical, Heather McHugh, Secretary to the Board and Kenny Blevins, Vice Chairman, Mechanical Board were then excused at 10:45 a.m.

Michael Jenkins was scheduled to appear before the Board to discuss his license renewal (5361-E) which has expired as of May 1, 2015. He did not attend. Mr. Jenkins had requested to appear on January 3, 2018 and April 4, 2018 but did not attend either meeting. The Board motioned to send a letter stating he will need to test.

Curtis Guy was scheduled to appear before the Board to discuss his license renewal (4721-E) which has expired as of May 1, 2015. He did not attend. Mr. Guy had requested to appear on May 2, 2018 (meeting cancelled), rescheduled for June 6, 2018, did not attend and again on August 1, 2018 (meeting cancelled), rescheduled for October 3, 2018 but did not attend. The Board motioned to send a letter stating he will need to test.

OLD BUSINESS:

The Board discussed revisiting and evaluating the Journeyperson exam. The Board will review previous Journeyperson tests for any similarities on incorrect answers. The Board will also consider limiting the number of Theory questions for future exams.

There being no further business, the meeting was adjourned at 12 p.m.
