City of Aberdeen City Council met September 10.

Here is the minutes provided by the Council:

A) Call To Order - Council Chambers

Mayor McGrady called the Council Meeting to order at 7:00 p.m. in the Council Chambers.

B) Roll Call

Present: Mayor Patrick McGrady

Councilman Steven Goodin

Councilwoman Sandra Landbeck

Councilman Timothy Lindecamp

Councilman Melvin Taylor

Also Present: Randy Robertson, City Manager; Phyllis Grover, Director of Planning and Community Development; Monica Correll, City Clerk

C) Opening Prayer

The opening prayer was led by Reverend Lynne Humphries-Russ, Wesleyan Chapel United Methodist Church (Aberdeen) and Hopewell United Methodist Church (Havre de Grace).

D) Pledge Of Allegiance

The Pledge of Allegiance to the Flag of the United States of America was led by Councilman Steven Goodin.

H) Presentations

H.1 Update on the "Community That Cares (CTC)" Project - Dr. Vinciya Pandian, PhD, and Ivan Montanez, COL, USA Retired

Dr. Vinciya Pandian, PhD, explained the "Community That Cares" program, the opioid overdoses data, the results of the program, the operating system, funding, challenges, and its implementation.

I) Public Hearings

I.1 Ordinance No. 18-O-16, Subdivision Regulations [2nd meeting]

There were no public comments.

I.2 Ordinance No. 18-O-29, Amendment of Budget FY 2019 (2) [2nd meeting]

There were no public comments.

J) Public Comment

Robert Hartman, Paradise Road: Mr. Hartman asked for clarity on second trash toter purchases. Mr. Robertson discussed a newsletter, on the subject, to be sent to the public.

Alberto Rose Barnes, Aberdeen: Ms. Barnes commented on a situation concerning the Police Department and apologized.

N) Updates From City Manager And Staff

N.1 City Manager Briefing

Mr. Robertson informed the Council that: renovations on the Council offices were finished; the Senior Center repairs were to be completed by the end of September; the City was asked to partner with APG for an Oktoberfest, and Governor Hogan declared a state of emergency for Maryland due to Hurricane Florence.

N.2 Results on the Expression of Interest for the Aberdeen Family Aquatics Center

Ms. Grover rendered the following information:

• The City had purchased the Aberdeen Family Aquatics Center in November 1985 with Program Open Space funds.

• It was recently managed by the Boys & Girls Clubs of Harford County.

• Coppermine Fieldhouse LLC, of Baltimore City and Baltimore County, visited the Center and provided the Council a letter of intent for lease with an option of purchase.

• The Council decided to pursue an expression of interest.

• The Procurement Officer solicited for an expression of interest in the Baltimore Sun and on the City website.

• The Procurement Officer sent it directly to Coppermine Fieldhouse, the Boys & Girls Clubs of Harford County, the Y of Central Maryland, Huntley Sports Group, Black Bear Sports Group, the Arena Club, and War Horse Cities.

• The proposal deadline was August 24, 2018.

• A pre-proposal meeting and tour was conducted.

• One proposal was received from Coppermine Fieldhouse LLC.

Ms. Grover informed the Council that a letter was sent to the State for a decision on whether the option to purchase was compliant with Open Space requirements. The Council concurred to wait until a decision was made by the State before making a decision on the disposition.

N.3 Aberdeen Volunteer Fire Department, House One Final Subdivision Plat

Mr. John Gonzalez, Civil Engineer, Landmark Science & Engineering, Havre de Grace, and members of the Aberdeen Fire Department were present to explain the property plat and plan.

A motion was made by Councilwoman Landbeck and seconded by Councilman Lindecamp to approve the Aberdeen Fire Department, House One Final Subdivision Plat. The motion carried by a vote of 5 – yes; 0 – no.

Ayes: Mayor Patrick McGrady, Councilman Steven Goodin, Councilwoman Sandra Landbeck, Councilman Timothy Lindecamp, Councilman Melvin Taylor

Nays: None

N.4 Aberdeen Volunteer Fire Department, Preliminary Site Plan

Mr. John Bender, President of the AFD Board, discussed the future construction of the property. They hoped to break ground in early 2019. Council discussion followed.

A motion was made by Councilman Lindecamp and seconded by Councilwoman Landbeck to approve the Aberdeen Fire Department Preliminary Site Plan. The motion carried by a vote of 5 – yes; 0 – no.

Ayes: Mayor Patrick McGrady, Councilman Steven Goodin, Councilwoman Sandra Landbeck, Councilman Timothy Lindecamp, Councilman Melvin Taylor

Nays: None

O) Public Comment

Robert Hartman, Paradise Road: Mr. Hartman asked about the extension on Middelton Road, the sale of the old high school, and the status of a hospital in Aberdeen. Mr. Robertson said that the Middelton Road project and old high school status had not changed.

J.D. Russell: Mr. Russell said that the Maryland Healthcare Commission regulates hospitals and have the ultimate authority for deciding the type of hospital built in an area.

P) Business Of Mayor And Council

Councilwoman Landbeck acknowledged Mr. Richard Craig, who served on the Aberdeen Board of Appeals and the Aberdeen Planning Commission, had passed away. She also said that one of the police dogs, named Sam, passed away. Councilman Taylor noted the DPW work performed during adverse weather and other community activities. Mayor McGrady discussed a job fair, the September 11, 2001 tragedy, the status of an employee, and the impeding hurricane.
