A) CALL TO ORDER

Mayor McGrady called the Council Meeting to order at 7:00 p.m. in the Council Chambers.

B) ROLL CALL

The opening prayer was delivered by Councilman Steven Goodin.

A motion was made by Councilman Lindecamp and seconded by Councilman Goodin to approve the minutes of the August 13, 2018 Council Meeting. The motion carried by a vote of 4 – yes; 0 – no, 1 – absent.

N) UPDATES FROM CITY MANAGER AND STAFF

N.1 Reconsideration of Anti-Nepotism Policy

Mr. Robertson reported that the "old high school" located at 34 Old Philadelphia Boulevard received environmental clearance for the purpose of sale. The proposed changes to the water billing agreement with Harford County had been accepted and approved which should produce a savings.

Mr. Robertson said that some members of the Council had asked to reconsider adopted Ordinance No. 18-O-17, Amendments to City's Personnel Policy Manual (2) pertaining to the anti-nepotism policy. A chronology of the Ordinance's legislative history was presented. Mr. Robertson, Chief Trabert, Ms. Grover, and Mr. Torster expressed their concerns regarding the potential consequences and problems the amended Ordinance presented and that the language proposed by City Attorney was desired. Council discussion followed. Councilwoman Landbeck stated that the Council should reconsider the Ordinance. The Mayor said that they should meet to work on preparing language for this.

O) PUBLIC COMMENT

Ruth Ann Young, Doris Circle: Ms. Young commented on the recent water agreement with Harford County, a distressed property at 428 Doris Circle, and whether the City was still considering purchasing water from Havre de Grace. Mr. Robertson responded that someone has shown interest in purchasing 428 Doris Circle. The Mayor said that the possibility of purchasing water with Havre de Grace still exists but no commitment had been made. The City was cognizant of the future growth of the City and was postured to maintain its current supply of water by acquiring water from competing sources.

Robert Hartman, Paradise Road: Mr. Hartman stated his concerns with the possible location of a future hospital and that there should be community input

P) BUSINESS OF MAYOR AND COUNCIL

Councilwoman Landbeck commented on her recent activities. Councilman Lindecamp remarked that he did not think they should extended the Huntley Sports Group contract if the City was to go into mediation.
