Heidemarie Lewis, Darlington Avenue: Ms. Lewis commented on traffic violations occurring at the corner of Rt. 22 and Beards Hill Road.
Ruth Ann Young, Doris Circle: Ms. Young asked about a stormwater pond at Paradise Road and Rt. 22 maintenance, the status of the Senior Center repairs and reopening, a potential hospital locating to Aberdeen, and the Middelton Road project.
Robert Hartman, Paradise Road: Mr. Hartman asked about the sale estimate of City-owned property.
Don Ewing, Parks and Recreation President: Mr. Ewing reported on Parks and Recreation sports activities.

N) UPDATES FROM CITY MANAGER AND STAFF
N.1 City Manager/Planning Director Updates on Land and Park Space Possibilities

The City Manager provided an update on Church Green Park construction and showed a video on the Swim Club expression of interest. He presented a slide presentation entitled, “Aberdeen 2020 Municipal Lands and Park Opportunities" regarding improvements and current status for the following properties: Festival Park, Victory Street Park/Dog Park/Frisbee Golf Course, Church Green Park, North Deen Park, Rock Glenn Park, DeMarco Park, the Aberdeen Aquatics Center, 34 N. Philadelphia Blvd., contract of sale for the Nonpareil property, and proposed Stancill Park at Middelton Road.
Ms. Grover explained how Program Open Space was used to purchase certain property in the City, such as the Aberdeen Swim Club, 30 years ago, and that a land use conversion was required for the City to transfer ownership of these properties.
Mr. Robertson discussed the refuse and recycling program and that compliance was high. DPW had been very successful in controlling water with no flooding during recent heavy rains. He received a favorable report regarding mold at the old high school; the transfer would proceed to private hands. He reported that the Senior Center still required significant work and that once opened, Harford County, who had operational and funding control, would determine when the Senior Center program would begin. No were changes to the Middelton Road project and that a community hearing would be held when appropriate. The City Manager addressed questions presented by the Council and reported that an Oktoberfest would be held at Aberdeen Proving Grounds in 2018 and that the Aberdeen Police Department had successfully completed the CALEA reaccreditation process.

A motion was made by Councilman Taylor and seconded by Councilman Goodin to approve the Stadium Town Center, Final Subdivision Plat, Lots 1 & 2, the I-95 Center, LLC. The motion carried by a vote of 4 – yes; 0 – no; 1 – absent.

The City received seven interested bidders and the low bidder was recommended. The Council was advised of the possibility of excess funds. The Council agreed to defer Oak Street until next year.
A motion was made by Councilman Lindecamp and seconded by Councilman Goodin to approve the award of Bid No. 19-01, Street Resurfacing and Repairs, to Gradeline Construction Company Inc., Middle River, Maryland, in the amount of $714,000. The motion carried by a vote of 4 – yes; 0 – no; 1 – absent.

O) PUBLIC COMMENT
Heidemarie Lewis, Darlington Avenue: Ms. Lewis informed the Council that the handrails at the bottom of the steps at the post office were loose.
Ruth Ann Young, Doris Circle: Ms. Young asked if Aberdeen was considering joining the opioid class action suit with the other municipalities.
J.D. Russell, Telstar Way: Mr. Russell announced his intent to run for public office.
P) BUSINESS OF MAYOR AND COUNCIL
Councilman Lindecamp reported on the placement of a stop sign, safety awareness, and local athlete and sports events. The Mayor announced that a Council Meeting would be scheduled for Monday, August 20, 2018 at 7:00 p.m.
