Harford County Aberdeen Planning Advisory Board met June 13.

1) The meeting was called to order at 6:00 p.m.

2) The PAB members approved the summary of the May 2018 PAB meeting.

3) 2017 Annual Growth Report

Brad Killian presented a power point presentation to the Planning Advisory Board (PAB) members. The information is mostly the same as last year. He explained that the Adequate Public Facilities (APF) Annual Growth Report and the State of Maryland’s Annual Report make up the Harford County Annual Growth Report. The APF Annual Report was first done in 1991 in accordance with the county APF provisions. The Report is effective July 1st and is updated for schools in December. This is a State requirement due by July 1st each year and must be approved by the Planning Board or Commission. An APF Ordinance Report is required, as well as Smart Growth Goals, Measures, Indicators, and Implementation of Planning Visions. The purpose of the Annual Growth Report is to aid in monitoring development and the provision of adequate public facilities, population and employment, and permit activity. The primary focus is on schools, water and sewer, and roads. The report is made up of six components which include Growth Trends, Planning Document Updates, Adequate Public Facilities, Planning Consistency Review, Process Improvements, and Implementing State Visions. Mr. Killian reviewed growth trends for Population, Households and Employment. Mr. Killian also reviewed additional growth trends for new subdivisions, preliminary plan summary, building permits, residential permits inside and outside PFA, zoning text and subdivision regulations amendments. Subdivision Plans cannot be approved in Emmorton and magnolia Elementary Schools because they are 110% of rated capacity within 3 years.

Mr. Thornton asked what is the jurisdiction doesn’t respond. Mr. Killian said there is probably no action they will take. The jurisdiction might be remanded. Ms. Boyson asked about using the website to track if things are being updated. Mr. Killian said he really doesn’t know. Mr. Close asked if the State must be sent the comprehensive zoning. Mr. Killian doesn’t think so. Ms. Boyson asked what a unit was. Mr. Killian said a single-family home or apartment. It is the residential unit. Ms. Boyson asked how long an approved plan has to finish. Mr. Killian said they have 3 years and then ask for a 1-year extension and then they can get another year. If they record then they are ok. Mr. Thornton asked if there are any projects that were put on hold because of the school moratorium. Mr. Killian said not yet. Mr. Close asked if the failing intersections are sent to the State. Mr. Killian said some are sent every fall. But mostly they just get the top item on their list.

4) Other Business

Mr. Killian talked about the Ag Preservation bills. There were 22 bills on 21 farms. It is a total of 2425 acres. It is $15 million dollars in cost. The hearing was last night (June 12th). There are no decisions about the Board of Appeals cases about interpretations. One is about tire paralysis and the other is about solar farms. There is a Box Hill Royal Farms planned. The public doesn’t want it. The members also decided to cancel the July PAB meeting and meet again in August.
