Harford County Historic Preservation Commission met June 6.

Call to Order

The regular monthly meeting of the Historic Preservation Commission was called to order on Wednesday, June 6, 2018 at 7:10 PM.

Welcome & Introduction

Mr. Sherrill presided over the meeting in Ms. Deibel’s absence.

Ms. Merritt introduced Mr. Joel Gallihue, the new Chief of Long Range Planning. Mr. Gallihue briefly described his prior experience.

Review and Approval: May 2, 2018 Meeting Summary

Ms. Noe moved to approve the meeting summary. Mr. Coates seconded the motion. The motion passed unanimously.

Old Business

CLG Legislation Update

Ms. Merritt told the Commission the new date for presentation of the legislation to the County Council is September.

This Place Matters Campaign

Ms. Merritt gave a brief summary of the “This Place Matters” campaign. There was a steady submission rate, especially from the Joppa area (by Lyle Garitty and Barbara Risacher). Ms. Merritt prepared a story map on GIS to show locations of properties submitted.

HPC Membership

James Karmel officially resigned his position on the HPC in May. Jacob Benson has submitted an application and his appointment confirmation is going to the County Council on Tuesday, June 12th. He should be able to participate as a Commission Member at the August 1st meeting.

Joshua’s Meadow Tax Credit Application Update

Ms. Merritt revisited the site to observe revised dormer trim installation. She presented final photographs to the Commission. A motion to approve the tax credit application was made by Ms. Noe and seconded by Mr. Coates and approved unanimously.

New Business

Edgeley Grove Farm

Parks and Recreation intends to do routine maintenance to include ivy removal, porch roof repair, and window sill repair. Ms. Merritt indicated that this work does not need to come before the HPC. Mr. Sherrill asked about how they intend to accomplish the ivy removal. Ms. Merritt indicated that they intend to repoint where mortar has disintegrated and she discussed the appropriate type of mortar that should be used.

Tudor Hall

Ms. Merritt asked Mr. Magness if Parks and Recreation will pursue paint analysis. He said that they were looking into it. Ms. Merritt has started to prepare a Nomination Form and staff report for its nomination as a Landmark, pending permission from the county to list the property. Ms. Merritt said that she had told Mr. Magness that painting does not have to be approved by the Commission.

Other Business

Mr. Sherrill reported that the Historical Society façade has been improved. The inappropriate vestibule has been removed.

The Harford Heritage and Music Festival will be Saturday, June 9th at the Highland School on Route 543. The event runs from 12 to 6. Mr. Sherrill will represent the Historical Society and Mr. Coates will represent the Archeological Society at the festival.

Ms. Noe moved to adjourn, seconded by Ms. Presberry. The motion passed unanimously and the meeting ended at 7:52 PM,

There will be no July meeting. Our next meeting will be August 1, 2018 at 7:00 PM.
