The Mayor called the Council Meeting to order at 7:00 p.m. in the Council Chambers.

A motion was made by Councilman Melvin Taylor and seconded by Councilwoman Sandra Landbeck to approve the minutes of the June 25, 2018 Council Meeting. The motion carried by a vote of 5 – yes; 0 – no.

H) Presentations

H.1 Status of Rock Glenn Multi-Purpose Fields - Kathy Burley, Harford County Government, Director of Parks & Recreation

Ms. Kathy Burley, Harford County Government, Director of Parks and Recreation, gave an overview of the status of Rock Glenn multi-purpose fields. The property was purchased by Harford County in FY2014 and transferred to the City of Aberdeen in FY2015. The engineering for park design was to begin in the fall of FY 2019 and park build out to begin in FY2020. They planned to ask the designer and engineer to have a public input meeting. There would be handicap accessibility in the park and walking trails. Storage for the facilities was being considered. Ms. Burley also spoke about the acquisition, engineering, and construction funding from the County, the City, and the State. Council discussion followed. The City would be responsible for 100% of the maintenance cost once constructed (without a baseball field). The possibility of relocation needed to be addressed with Harford County Administration.

J) Public Comment

Darlene Robertson, Beards Hill Road, and Carol Shepherd, Abingdon: Ms. Robertson and Ms. Shepherd spoke about the Flying Geese Quilt Guild of Harford County and their projects. Ryan Burbey, Rigdon Road: Mr. Burbey commented on the Rock Glenn location and expressed concerns about the trash and recycling program.

Marla Posey-Moss, Avon Avenue: Ms. Posey-Moss commented on the fees charged when making online payments.

Cynthia Jiles, W. Bel Air Avenue: Ms. Jiles commented on traffic issues on W. Bel Air Avenue.

Robert Hartman, Paradise Road: Mr. Hartman commented on traffic and various City matters.

A motion was made by Councilman Timothy Lindecamp and seconded by Councilwoman Sandra Landbeck to introduce Amendment No. 1 to Ordinance No. 18-O-17, Amendment to City's Personnel Policy Manual (2). Council discussion followed.

Amendment No. 1 to Ordinance No. 18-O-17, Amendments to Personnel Manual (2) by Councilman Lindecamp

On page 3 of the proposed Ordinance, strike in their entirety lines 6 through 9 and substitute the following:

“The City May Employ Relatives Of City Officials And Employees, Provided That A City Official Or Employee Is Not The Decisionmaker In The Hiring Of A Relative, Does Not Work In The Same Department As A Relative, And Does Not Supervise The Work Of A Relative.

” The vote was taken to adopt Amendment No. 1 to Ordinance No. 18-O-17, Amendment to City's Personnel Policy Manual (2). The amendment passed by a vote of 3 – yes; 2 – no.

N) Updates From City Manager And Staff

N.1 City Manager Briefing

The City Manager reported on the trash matters, a possible budget amendment, the Middelton Road project, the success of the Farmer's Market, construction of the Council office, the status of the Aberdeen Parks and Recreation storage shed, and the delivery of the Church Green playground equipment.

N.2 Discussion of Sidewalks on W. Bel Air Avenue

Mr. Torster reported that Aberdeen would be partnering with State Highway for the repair/removal of the red brick side walk in the downtown area to eliminate tripping hazards and improve aesthetics. Once the project goes out for design and construction, the matter would return to the Council for approval; $250,000 had been designated in the budget. Council discussion followed.

N.3 Cooperative Purchasing Contract - Street Sweeper Mr. Torster informed the Council about the National Joint Powers Alliance Purchasing Contract (NJPA) and that they were able to piggy back on procurements to save money.

N.4 Aberdeen Façade Improvement Program Application for Phase II Improvements to 102

Aberdeen Facade Improvement Application - Art and Ann Helton 102 N. Rogers Street Phase II.pdf Ms. Grover reported on the Aberdeen Facade Improvement Application from Art and Ann Helton for 102 N. Rogers Street, Phase II, the former Moose Lodge. The total cost was $31,370 and was being reviewed by the State. The grant would cover 50% of the cost. Council discussion followed.

A motion was made by Councilwoman Sandra Landbeck and seconded by Councilman Timothy Lindecamp to approve the Aberdeen Façade Improvement Program Application for Phase II Improvements to 102 N. Rogers Street. The motion carried by a vote of 4 – yes; 1 – no.

O) Public Comment

Robert Hartman, Paradise Road: Mr. Hartman expressed his concern on City matters, community issues, and the use of City funds. Ryan Burbey, Rigdon Road: Mr. Burbey commented on the need for traffic enforcement/patrols, the Church Green playground, the downtown sidewalks, nepotism, and trash matters. Marla Posey-Moss, Avon Drive: Ms. Posey-Moss asked that amendments be made public before voting and that there are vendors who do not charge for online fees.

P) Business Of Mayor And Council

The Council discussed traffic concerns, community activities, and ministerial connections with Aberdeen Proving Ground (APG). The Mayor discussed the relationship between Aberdeen Proving Grounds and the report from Powhatan Group with the results on the Aberdeen Police Department study.

Q) Announcements

The Mayor made the following announcements: Work Session, Monday, July 23, 5:30 p.m., second floor administrative conference room (tentative); Council Meeting, Monday, July 23, 7:00 p.m., Council Chambers; Cone With A Cop at Chick-fil-A in Aberdeen, Tuesday, July 24, and August 21, 2:30-3:30 p.m., ages pre-K to 12th grade; Planning Commission Meeting, Wednesday, August 18, 7:00 p.m., Council Chambers; and Aberdeen Farmer's Market, Thursdays, May-October, 4:00-7:00 p.m. Festival Park.

R) Closed Meeting

R.1 Statutory Authority to Close Session, General Provisions Article, §3-305 (b) (3) to consider the acquisition of real property for a public purpose and matters directly related thereto. Topic: consider acquisition of real property. Reason for closed session discussion of topic: to protect Council deliberative process. The Closed Meeting held in the second floor conference room.

A motion was made by Mayor Patrick McGrady and seconded by Councilman Melvin Taylor to close the meeting under Statutory Authority to Close Session, General Provisions Article, §3-305 (b) (3) to consider the acquisition of real property for a public purpose and matters directly related thereto. The topic was to consider acquisition of real property and the reason for closed session discussion of topic was to protect the Council deliberative process. The meeting was held in the second floor administrative conference room and to return to the Council Chambers upon completion. The motion carried by a vote of 5 – yes; 0 – no.
