Suggested Action: Introduce Ordinance to update Wellhead Protection by creating a third zone in the wellhead protection District; whereby Zone 1 is based on a one year time of travel, fixed radius or other assessment of an area most closely connected to the water supply. Zone 2 is based on a ten year time of travel or by hydrogeological boundaries. The boundary of Zone 3 encompasses the remaining land area of the wellhead protection district located within the City of Aberdeen. The current ordinance has only two zones.

K.5. Ordinance No. 18-O-23, Amendment to the Business Improvement Incentive Tax Credit (For Introduction) (Sponsor/s needed)

The purpose of the ordinance revisions is to remove the administrative waiver process that expired in 2017 and to add definitions for Approval, Final Project Approval and Preliminary Project Approval to match MDE standards.

Suggested Action: Retroactive to 7-1-17 for a term of 5 years.

N.2. Authorization to Execute Letter of Intent for Sale of City Property

N.3. 2019 Prioritized Paving List

Suggested Action: The City's budget for paving in FY19 is $1.0M. DPW is providing Mayor, Council and Residents visibility on this year's prioritized list. This list is updated annually to ensure that the most critical streets are addressed first and continues to address those items that funds were insufficient to accommodate. The costs listed are an engineer's estimate for scope of work for planning/executing. The multi-year paving contract is currently out for bid with a closing date of July 26, 2018.

N.4. TB3 LLC Façade Improvement Application for 126 N. Philadelphia Boulevard (Review and Approval of Application)

N.5. 2017 Local Government Ethics Law Annual Certification

Suggested Action: On June 29, 2018, the Aberdeen Ethics Commission filed Form 26 with the State Ethics Commission. This form certifies, to the State, that the current ethics code for the City includes requirements that are equivalent to or more stringent than the requirements for State elected officials as set forth in Subtitle 5, Title 5 of General Provisions Article for 1) conflicts of interest provisions for elected local officials and candidates for local elected office, and 2) the financial disclosure requirements. The Aberdeen Ethics Commission is pleased to report that the City has complied.
