Harford County Board of Estimates met June 5.

Approval of Minutes of the May 22, 2018 Board of Estimates Meeting:

The minutes of the May 22, 2018 Board of Estimates Meeting were approved by general consent.

Item No. 06-05-18-01

Ms. Myers presented Solicitation No. 18-086; Replacement of Bridge 125; Competitive Sealed Bid.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Slutzky.

Mr. Naveed Shah from the Engineering Division said the purpose of this project is to replace the existing deteriorated bridge with a new Geosynthetic Reinforced Soil-Integrated Bridge System (GRS-IBS). This new process will save time and money as it is anticipated that the Harford County Highways crew will eventually be able to make these repairs themselves.

The Department of Public Works, Engineering recommends award in the amount of $698,694.00 to Kinsley Construction Inc. of Timonium, MD in accordance with Section 41-25 of the Harford County Code.

The motion was approved with four yes votes, one no vote, and two members absent.

Item No. 06-05-18-02

Ms. Myers presented Solicitation No. 17-203; Laboratory Monitoring Services; Request for Proposal.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Slutzky.

Mr. William Smith from the Water and Sewer Division said this contract will provide laboratory services to the water and wastewater treatment facilities to ensure proper operation and that they continue to meet all Federal and State regulations. Services were previously provided by

ALS Environmental, however, their agreement was terminated after failing to meet contractual obligations.

The Department of Public Works, Water & Sewer recommends award in the amount NTE $138,739.00 to Suburban Testing Labs Inc. of Reading, PA in accordance with Section 41-25 of the Harford County Code.

The motion was unanimously approved with two members absent.

Item No. 06-05-18-03

Ms. Myers presented Solicitation No. 18-267; Anne Gessner – Independent Contractor; Negotiated Procurement.

Mr. Hopkins made a motion to approve the recommendation, seconded by Mr. Hamilton.

Mr. Robert Sandlass from Treasury said Ms. Gessner’s services would be used to assist with the ERP implementation.

Treasury recommends award in the amount NTE $46,800 to Anne Gessner of Bel Air, MD in accordance with Section 41-25 of the Harford County Code.

The motion was unanimously approved with two members absent.

Item No. 06-05-18-04

Ms. Myers presented Solicitation No. 19-008; Emergency Notification System; Piggyback GSA GS-34F-0544M.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Slutzky.

Ms. Linda Ploener from the Department of Emergency Services, presented on behalf of Mr. Rick Ayers. Ms. Ploener said that Blackboard Connect provides the county with the ability to send unlimited anytime messages to over 78,000 recipients for emergency situations or informational purposes. This system is required under the State Homeland Security Grant program.

The Department of Emergency Services recommends award in the amount of $80,000.00 to Blackboard Connect Inc. of Sherman Oaks, CA in accordance with Section 41-25 of the Harford County Code.

The motion was unanimously approved with two members absent.

Item No. 06-05-18-05

Ms. Myers presented Solicitation No. 19-014; IGA Maryland Environmental Service Solid Waste Services; Intergovernmental Cooperative Purchase (IGA).

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Slutzky.

Mr. Jeff Schoenberger from the Environmental Service Division said under this IGA, MES will continue to operate the county’s solid waste management program, maintain and operate the sanitary landfill and homeowner drop off center, provide technical support for solid waste management operations, manage the recycling program, and administer and provide labor support to control noxious and invasive weeds.

The Department of Public Works, Environmental Services recommends award in the amount NTE $5,428,290.00 to MES – Maryland Environmental Service of Millersville, MD in accordance with Section 41-25 of the Harford County Code.

The motion was unanimously approved with two members absent.

Item No. 06-05-18-06

Ms. Myers presented Solicitation No. 14-221; Tree Trimming and Removal Services for Parks and Recreation; Change Order #5.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Hopkins.

Mr. Danny Jones from the Department of Parks and Recreation said the request for Change Order #4 was a result of the continuous days of rain and wind during the week of May 14 which resulted in fallen trees that threatened a pedestrian bridge as well as several sections along the Ma & Pa Trail and a public library, all of which required immediate emergency responses.

The Department of Parks and Recreation requests approval for Change Order No. 5 in the amount of $20,000.00 per year; increasing the contract total to NTE $100,000.00 per year to Harford Tree Experts and Landscaping Inc. of Fallston, MD in accordance with Section 41-25 of the Harford County Code.

The motion was unanimously approved with two members absent.

Item No. 06-05-18-07

Ms. Myers presented Solicitation No. 18-245; Crushed Aggregates – Washed 6, 7, 8’s; Competitive Sealed Bid.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Slutzky.

Ms. Tonye Cornbrooks from the Highways Division said this purchase is for crushed aggregates – washed 6’s, 7’s, and 8’s. The majority of the stone in this bid is used in the Highways Tar and Chip Program.

The Department of Public Works, Highways recommends award in the amount NTE $226.200.00 to Martin Marietta Materials Inc. of Bel Air, MD in accordance with Section 41-25 of the Harford County Code.

The motion was unanimously approved with two members absent.

Item No. 06-05-18-08

Ms. Myers presented Solicitation No. 18-248; Liquid Bituminous Material; Competitive Sealed Bid.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Slutzky.

Ms. Tonye Cornbrooks from the Highways Division said this is for the purchase of liquid bituminous material which is used in the Highways Tar and Chip Program.

The Department of Public Works, Highways recommends award in the amount NTE $573,000.00 to Hammaker East L.P. a/k/a Hammaker East of Fayetteville, PA in accordance with Section 41-25 of the Harford County Code.

The motion was unanimously approved with two members absent.

The minutes of the May 8, 2018 Closed Session Board of Estimates meeting were approved by general consent.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Slutzky. The motion was unanimously approved with two members absent.

Ms. Myers presented Solicitation No. 19-018.
