Town of Bel Air Board of Town Commissioners met February 5.

Here is the minutes provided by the Board:

The regular meeting of the Board of Town Commissioners was called to order on Monday, February 5, 2018 at 7:30 p.m. at Town Hall, 39 N. Hickory Avenue, Bel Air, Maryland.

Members Present: Susan U. Burdette, Chair

Approval Of Agenda:

Chair Burdette called for approval of the Agenda.

Commissioner Richards moved and Commissioner Einhorn seconded the motion to approve the Agenda as written. The motion carried.

Presentations:

Student Achievement Award – Southampton Middle School – Nicole Butterworth-

Nicole Butterworth is an outstanding student at Southampton Middle School and has achieved high honors earning Straight A’s in all her academic classes.

Nicole has been a Peer Helper, tutoring students who struggle academically and seeks out students assigned to her to make sure they are caught up on their schoolwork. She attended GEMS camp and is very interested in Science and Technology.

Nicole has participated in Art Club, plays soccer and golfs. Nicole is caring, kind, considerate and has a bright future ahead where she will be highly successful.

Chair Burdette thanked Nicole for achieving an excellent work ethic and caring for others. On behalf of the Bel Air Board of Town Commissioners, Chair Burdette presented a Student Achievement Award to Nicole and encouraged to continue her commitment to excellence.

Promotion of Police Officer Nicholas T. Rhodes to Officer First Class-

Chief Moore promoted Nicholas Rhodes to Officer First Class and advised Nicholas began as an Explorer, became a Cadet five years ago and continues to raise the bar as far as his performance and passion for law enforcement. Chief Moore notified Officer First Class Rhodes has outstanding community service and before going to the Academy entered the Marine Corp Reserve. Chief Moore advised Officer First Class Rhodes is still active with the Marine Corps and is a huge part of the Bel Air Police Explorer Post. Chief Moore congratulated Officer First Class Rhodes and remarked he is a go-getter and what I want all the police officers in this department to be.

On behalf of the Board of Town Commissioners, Vice Chair Hopkins congratulated Officer First Class Rhodes on the promotion and looks forward to him making a career here. Vice Chair Hopkins presented Officer First Class Rhodes with a gift card.

Approval Of Minutes:

Commissioner Richards moved and Commissioner Hopkins seconded the motion that the minutes of the Board of Commissioners’ meeting held on January 16, 2018 and January 30, 2018 be approved as submitted.

Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette

Nays: None

Abstained – Commissioner Einhorn – January 16, 2019 meeting

The motion carried.

New Business:

Award of Contract – Architectural Consultant Assistance-

Commissioner Richards moved and Commissioner Hopkins seconded the motion that the proposal of Paul D. Edmeades, Architect, to provide professional development review recommendations regarding architectural design be approved by the Bel Air Board of Town Commissioners.

Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette

Nays: None

The motion carried.

Award of Contract – Traffic Consultant Assistance-

Commissioner Richards moved and Commissioner Hopkins seconded the motion that the proposal of Daniel Consultants Inc. for review of traffic impacts generated by new development in Town be approved by the Bel Air Board of Town Commissioners.

Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette

Nays: None

The motion carried.

Award of Contract – Bid #18018 – Appearance and Beautification Committee – Spring Flower Order-

Commissioner Richards moved and Commissioner Hopkins seconded the motion that the bid of Gene’s Evergreen Landscaping and Nursery Inc., 317 Mountain Road, Fallston, Maryland, to supply annual Hanging Flower Baskets for Main Street for the 2018 season in the amount of $10,931.75 be accepted by the Bel Air Board of Town Commissioners.

Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette

Nays: None

The motion carried.

Historic Preservation Commission Re-Appointment-

Commissioner Hopkins moved and Commissioner Richards seconded the motion that the re-appointments of Jennifer Mainster Hanna and Brian Payne to the Historic Preservation Commission for a term of three years, effective immediately, be approved by the Bel Air Board of Town Commissioners.

Commissioner Hopkins advised the re-appointments are for Chair and Vice Chair of the Historic Preservation Commission and both bring a lot to the Commission. Vice Chair Hopkins recommends their re-appointments.

Ayes: Commissioners Chmielewski, Einhorn, Hopkins, Richards and Burdette

Nays: None

The motion carried.

Public Comment:

None.

Commissioner Comments:

Commissioner Hopkins sent kudos to Mr. Kline and the Department of Public Works for a great job of salting the roads during recent icy conditions.

Chair Burdette reported the Commissioners have been quite busy since the last Town meeting:

• Chair Burdette attended the Harford County Sheriff’s Office Training Academy Graduation for Correctional Officer Entrance Level Class. Chair Burdette congratulated them and advised this is an admirable team.

• Town Administrator Bane, Commissioner Chmielewski and Chair Burdette attended Harford Night in Annapolis to talk with legislatures about Town of Bel Air requests and concerns for the current session. Chair Burdette also acknowledged Angela Robertson and Patti Sterling who did an excellent job representing the Town of Bel Air.

• Chair Burdette worked a few hours at the evening shift of the rotating homeless shelter while it was at St. Matthew Church. Chair Burdette was grateful for the opportunity to talk with those who are facing unfortunate situations in their life. Chair Burdette acknowledged the volunteers who prepare food, talk with them, and spend nights with the homeless. Chair Burdette stated we are fortunate to have the rotating shelters especially during bitter cold.

• Chair Burdette was a speaker at the 75th Anniversary Celebration for the Bel Air Lions and thanked President Dave Guzewich for introducing her to many of their leaders and dedicated volunteers.

• Commissioner Chmielewski, Angela Robertson, Mr. Kline and Chair Burdette took part in the ribbon cutting for Off the Chain Cycling Studio which is Bel Air’s first fitness facility and noted the tastings from their Smoothie Bar. Chair Burdette met Christopher Kurz, President and CEO of Linden Associates, a Development/Real Estate company, and was interested to hear about the vision for the shopping center.

Commissioner Chmielewski notified it was impressive and stated before a business comes into his establishment Mr. Kurz visits them similar to an “Undercover Boss”.

• Town Administrator Bane, Commissioner Chmielewski, and Chair Burdette met Comptroller Peter Franchot at Richardson’s Florist who presented them with a business award. They moved to Alecraft Brewery for a tour and Comptroller Franchot asked for our support for the Reform on Tap Act 2018. Chair Burdette has brochures and a petition that will certainly help the Town of Bel Air.

• Chair Burdette received an e-mail from the Harford Lyme Advocates notifying of an important meeting about Lyme Disease and Mental Health to be held March 15th 6-8 pm at Upper Chesapeake Medical Center and open to the public. The meeting is for those who know somebody suffering from Lyme Disease or those struggling with the emotional difficulties of chronic Lyme Disease.
