On March 11, 2025, Rep. Harris commented on Harvard University's financial decisions regarding its endowment. He suggested that "Maybe Harvard should spend part of the $5 billion increase in its endowment value last year to pay its employees instead of expecting the hard-working American taxpayer to pick up the tab."
The following day, March 12, 2025, he expressed surprise at being "the only member of the Maryland delegation that voted yesterday to keep the government open" amidst discussions of a potential government shutdown. He noted that "ALL Maryland Democrats voted to shut the government down."
Later on March 12, Rep. Harris addressed concerns related to federal funding for educational institutions. As Chairman of the House Appropriations USDA subcommittee, he stated his support for "pausing any disbursement of funds to the University of Maine System pending investigations of federal civil rights policy violations by that system."
