Aberdeen City Council met Nov. 26.

A) CALL TO ORDER

Mayor McGrady called the Council Meeting to order at 7:03 p.m. in the Council Chambers.

B) ROLL CALL

The opening prayer was delivered by Councilman Taylor.

The Pledge of Allegiance was led by Councilman Goodin.

A motion was made by Councilman Lindecamp and seconded by Councilman Goodin to approve the minutes of the October 22, 2018 Council Meeting and the November 5, 2018 Council Meeting. The motion carried by a vote of 5 – yes; 0 – no.

J) PUBLIC COMMENT

Robert Hartman, Paradise Road: Mr. Hartman asked about the status of the Aberdeen Senior Center. He also commented on handicapped accessibility in Aberdeen.

Ruth Elliott, Edmund Street: Ms. Elliott was opposed to the Aberdeen Senior Center program transferring to Havre de Grace.

Ruth Ann Young, Doris Circle: Ms. Young was opposed to the Aberdeen Senior Center program being moved to another locality.

Janice Grant, S. Law Street: Ms. Grant asked the City to renovate a property she owned on Edmund Street.

Barbara Osborn Kreamer, Beards Hill Road: Ms. Kreamer was opposed to the tax breaks for Resolution No. 18-R-04 and Resolution No. 18-R-05. She also was opposed to Ordinance No. 18-O-34.

Ms. Grover gave an overview of the enterprise zone real property tax credit history.

A motion was made by Councilwoman Landbeck and seconded by Councilman Taylor to approve Resolution No. 18-R-04, Greater Aberdeen Havre de Grace Enterprise Zone/Lidl US

Operations LLC and Resolution No. 18-R-05, Greater Aberdeen Havre de Grace Enterprise Zone/102 No. Rogers Street. The motion carried by a vote of 5 – yes; 0 – no.

N) UPDATES FROM CITY MANAGER AND STAFF

N.1 City Manager Briefing

Mr. Robertson discussed Aberdeen Christmas Street activities, the parade, and the opening of Aberdeen businesses. He reported on the job search for the Main Street Coordinator. The landuse survey on the west side was completed.

N.2 Surplus Street Sweeper #27

A motion was made by Councilman Lindecamp and seconded by Councilwoman Landbeck to approve the surplus of Old Unit #27, 2009 Freightliner M2106 Chassis, VIN #1FVACXTDX9HAB3963, Mileage 32,919 / Hours 3,306.

The motion carried by a vote of 5 – yes; 0 – no.

N.3 City-Owned Real Estate

The Mayor advised the Council that discussions about the purchase of real estate, before a contract is made, may affect a transaction. The City Manager said that the basis of the presentation was to seek Council input on the properties. Ms. Grover presented the following information:

Five parcels were obtained with State and Harford County grant funds for the benefit of the Transit-Oriented Development area: 11, 15, and 19 Franklin Street, purchased December 2013 for $450,000, zoned T-5 TOD Corridor.

- 11 Franklin Street – 50’ x 140’ or 7,000 sq. ft.

- 15 Franklin Street – 50’ x 150’ or 7,500 sq. ft.

- 19 Franklin Street – 50’ x 150’ or 7,500 sq. ft.

Total assessed value of the land - $325,000.

21 and 25 N. Philadelphia Boulevard

21 N. Philadelphia Boulevard: purchased June 2016 for $170,000, zoned T-6 TOD Downtown, lot size – 10,800 sq. ft.

25 N. Philadelphia Boulevard.: purchased May 2015 for $125,000, zoned T-5 TOD Corridor, lot size – 10,640 sq. ft.

Total assessed value of the land - $369,433.

Comparables

Kash Investments Group LLC purchased 9,240 sq. ft. vacant lot at Parke and Custis Street (next to Harford Lanes) for $40,000 on 6/28/18; assessed value $75,000.

TB3 LLC purchased 126 N. Philadelphia Boulevard., 10,000 sq. ft. improved with dwelling for $205,000 on 6/21/18; assessed value $219,900.

TRB XV LLC purchased 28 N. Philadelphia Boulevard, 50’ x 152’ improved with dwelling for $465,000 on 3/13/18; assessed value $395,100.

Khayyer and Joseph Realty LLC purchased 122 N. Philadelphia Boulevard 20,000 sq. ft. improved with dental office for $250,000 on 1/11/18; assessed value $585,833.

Aberdeen Fire Department Inc. purchased 13 N. Rogers Street, 60’ x 185’ improved with dwelling for $220,000 on 5/17/17; assessed value $173,867.

Next Steps: City Council must determine if City-owned properties should be disposed of and follow the disposal procedures outlined in the Code – Chapter 121, Disposal of Property.

Suggested real estate firms for potential listing: Street Hopkins Real Estate, Marie Terry, Terry’s Real Estate, Century 21 Real Estate.

Council discussion followed. The Council decided to meet in 2019 to discuss the properties.

O) PUBLIC COMMENT

Patrick Vincenti, Council President Elect, Harford County Council: Councilman Vincenti expressed his thanks and appreciation to the Council and citizens of Aberdeen as the District E representative.

Barbara Osborn Kreamer, Beards Hill Road: Ms. Kreamer commented on weather impact and livability issues for the areas under consideration for development in Aberdeen.

Janice Grant, S. Law Street: Ms. Grant commented on programs to help the community.

P) BUSINESS OF MAYOR AND COUNCIL

Councilman Lindecamp commented on areas prone to flooding. The Mayor noted that the State may correct the problem with their street repairs in 2019. He said that Lyle Sheldon, CEO, University of Maryland Upper Chesapeake, had informed the Mayor that they submitted the application to the Maryland Medical Commission for approval and that Upper Chesapeake would have a public meeting on December 13, 2018.

Planning Commission Meeting, Wednesday, December 12, 7:00 p.m., Council Chambers;

Aberdeen Police Department Annual Holiday Toy & Food Drive, November 1 - December 15.

R) CLOSED MEETING

At approximately 8:13 p.m., a motion was made by Mayor McGrady and seconded by Councilman Goodin to close the meeting under Statutory Authority Md. Code Annotated, General Provisions Article § 3-305(b): (8) "To consult with staff, consultants, or other individuals about pending or potential litigation" for the topic of potential litigation and for the discussion of potential litigation. The motion carried by a vote of 5 – yes; 0 – no.

S) ADJOURNMENT
