CERTIFICATION
COMMUNITY INPUT MEETING - October 25, 2018
Concept Site Plan - Blenheim Run
The undersigned hereby certifies the following, pursuant to Section 268-20
(Community Input Meetings) of the Harford County Code, as amended from time to time:
1. That on September 28, 2018, a notice of the scheduled Community Input Meeting and a copy of the proposed site plan were provided to the County Council. See Exhibit A attached hereto as a part hereof.
2. That on September 28, 2018, a notice of the scheduled Community Input Meeting and a copy of the proposed site plan were mailed to all adjoining property owners identified on the List of Adjoining Property Owners. See Exhibit B attached hereto as a part hereof.
3. That on September 28, 2018, a notice of the scheduled Community ut Meeting and a copy of the proposed site plan were provided to the Department of Planning and Zoning. See Exhibit C attached hereto as a part hereof.
4. That information about the scheduled Community Input Meeting was posted on the Department of Planning and Zoning's website. See Exhibit D attached hereto as a part hereof.
5. That on September 28, 2018, the subject property was posted with a sign which was obtained from the Department of Planning and Zoning and completed by Snee, Lutche, Helmlinger & Spielberger, P.A. The sign was placed in a conspicuous location near the right of way line of the public road on which the property has frontage and was visible to the public. Upon learning that the sign was no longer posted, a second sign was obtained from the Department of Planning and Zoning and was posted on October 17, 2018, again near the right of way line of the public road on which the property has frontage. To the best of our knowledge, the sign remained on the property, visible and in good condition up to the date of the meeting. The signs stated the date, time and location of the meeting, a brief description of the proposed development, and included the website address of the Department of Planning and Zoning. The signs were at least 2 feet by 3 feet in size, as required. Photographs of the two signs, as posted on September 28 and October 17, 2018, are attached hereto as Exhibits E and F, respectively, and made a part hereof.
6. That at least two weeks prior to the Community Input Meeting, the notice of the Community Input Meeting was published once a week for two consecutive weeks (on September 28, 2018 and October 5, 2018) in both The Aegis and The Record newspapers, See Exhibits G and H attached hereto as a part hereof.
7. That the Community Input Meeting was held, as scheduled, on Thursday, October 25, 2018, from 6:00 p.m. to approximately 6:20 p.m. at which meeting four community members attended, other than the court reporter and the presenters, and the subject site plan was presented and discussed. A copy of the sign-in log from the Community Input Meeting is attached hereto as Exhibit I as a part hereof.
8. That a transcript of the Community Input Meeting prepared by Bel Air Reporting is attached hereto as Exhibit J as a part of.
9. That the Developer's Response is attached hereto as Exhibit K.
