Approval of Minutes of the July 17, 2018 Board of Estimates Meeting
The minutes of the July 17, 2018 Board of Estimates Meeting were approved by general consent.
Item No. 08-07-18-01 Ms. Creighton presented Solicitation No. 18-205; Fallston Library Roof Replacement; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Barkley Creighton from the Department of Public Works stated that the project consists of the removal of the existing flat roof system and all related components and replacement with a Cold Applied Modified Built-up Roof System. The budget estimate was $350,000.00. Bid opening was held on July 18, 2018. A total of 4 bids were received.
The Department of Public Works, Capital Projects, recommends award in the amount of $287,820.00 to Cole Roofing Company Inc. of Baltimore, MD in accordance with Section 41-25 of the Harford County Code.
This motion was unanimously approved.
Item No. 08-07-18-02 Ms. Creighton presented Solicitation No. 18-275; 18-275 A and 18-275 B, Courthouse Renovations; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Barkley Creighton from the Department of Public Works, Capital Projects, stated that this project consists of the expansion of the Circuit Courthouse Vestibule on both the Office Street entrance side along with the Courtland Street entrance side. In addition, Level B of the Courthouse will be a complete renovation becoming the new Jury Assembly Room with associated offices along with Level 3 of the Courthouse being completely renovated and becoming a new Jury Courtroom and associated offices. The budget estimate for the entire project was $3,500,000.00. Bid opening was held on July 27, 2018. A total of 2 bids were received.
The Department of Public Works, Capital Projects, recommends award in the amount of $2,477,916.00 to Jeffrey Brown Contracting, LLC of Towson, MD in accordance with Section 41-25 of the Harford County Code.
This motion was unanimously approved.
Item No. 08-07-18-03 Mr. Kuba presented Solicitation No. 19-062; Smartnet Support and Annual Maintenance, Piggyback #060B2490022.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Nick Kuba from the Department of Information and Communication Technology stated the purchase from ePlus will be for the Smartnet support and maintenance for the period of one year from August 1, 2018 through July 31, 2019.
The Department of Information and Communication Technology recommends award in the amount of $671,302.63 to Eplus Technology Inc. of Herndon, VA in accordance with Section 41-25 of the Harford County Code.
This motion was unanimously approved.
Item No. 08-07-18-04 Captain Galbraith presented Solicitation No. 19-072; Data Center Hardware for Headquarter Renovations; Piggyback #060B2490022.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Captain Dan Galbraith from the Harford County Sheriff's Office requested the approval for the hardware, firmware, and licensing for the renovated Sheriff's Office data center. This equipment is needed for the I.T. transition from the basement to its new location on the second floor, minimizing outages, addressing outdated equipment, and aiding with FBI security requirements.
The Harford County Sheriff's Office recommends award in the amount of $134,137.38 to Eplus Technology Inc. of Hemdon, VA in accordance with Section 41-25 of the Harford County Code.
This motion was unanimously approved.
Item No. 08-07-18-05 Ms. Hoover presented Solicitation No. 17-077; Playground Equipment; Change Order #1 and Change Order #2.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Angela Hoover from the Department of Parks and Recreation stated that this open ended contract will be used for maintenance, renovations and replacements of playground equipment, pavilions, and park site amenities throughout Harford County.
The Department of Parks and Recreation requests approval of Change Order No.1 and Change Order No.2 (Landscape Structures) in the amount of NTE $140,000.00 per year, increasing the contract not to exceed total to $500,000.00 per year for Landscape Structures Inc. of Delano, MN, Metro Recreation Inc. of Jefferson, MD, Playcore Wisconsin Inc., dba Gametime of Fort Payne, AL, Playground Specialist Inc. of Thurmont, MD, and Playpower LT Farmington Inc. aka Playpower LT Farmington of Huntersville, NC, in accordance with Section 41-25 of the Harford County Code.
This motion was unanimously approved.
Item No. 08-07-18-06 Ms. Combrooks presented Solicitation No. 16-148; Bituminous Concrete Material (Hot Mix); Change Order #1.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. ks from the Department of Public Works stated that the Board of Estimates initially approved Maryland Paving for $459,000.00 annually from April 5, 2018 through April 4, 2019 for this contract year. With the focus on the earth road stabilization program, the use of this material has significantly increased over the last couple of years. Funding is available in 3523 (Bituminous Concrete) and 3520 (Earth Stabilization) for FY19.
The Department of Public Works, Highways, requests approval of Change Order No.1 in the amount of NTE $150,000.00 per year, increasing the contract NTE total to $609,000.00 per year for Maryland Paving Inc. of Timonium, MD in accordance with Section 41-25 of the Harford County Code.
This motion was unanimously approved.
Item No. 08-07-18-07 Mr. Condax presented Solicitation No. 19-007 on behalf of Shawn Krout; Snow and Ice Removal from Harford County Lots and Sidewalks; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Steve Condax from the Department of Parks and Recreation stated that this contract is for snow and ice removal from Harford County lots and sidewalks.
The Department of Parks and Recreation recommends award in the amount of NTE $390,000.00 to Brys Lawn Care and Landscaping, LLC of Forest Hill, MD in accordance with Section 41-25 of the Harford County Code.
This motion was unanimously approved.
Item No. 08-07-18-08 Ms. Scherer presented Solicitation No. 19-045; Moira Ricklefs- Independent Contractor: Negotiated Procurement.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Teri Scherer from the Circuit Court for Harford County stated that Moira Rickless will work as an Independent Contractor in the capacity of an ADR Specialist for the Circuit Court for Harford County,

Item No. 08-07-18-09 Ms. Scherer presented Solicitation No. 19-046; Kathryn Rogers- Independent Contractor, Negotiated Procurement.

Item No. 08-07-18-11 Ms. Shrodes presented Solicitation No. 19-065; Natasha Jackson- Independent Contractor; Negotiated Procurement.

Item No. 08-07-18-12 Ms. Holt presented Solicitation No. 18-286; Susquehanna River Impact and Accretion; Request for Proposal.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Ms. Karen Holt from the Office of Economic Development stated that EA Engineering, Science, and Technology Inc., PBC will develop a regional strategy and plan that identifies ways to partner on issues arising from adjacency to the Susquehanna River Flats. This study is part of Phase 2 - Implementation of the APG-CSSC Joint Land Use Study. and will as a result, produce deliverables of 1.) A Susquehanna River Impact Assessment and Regional Strategy; and 2.) GIS data layers for jurisdictional GIS repositories and Defense Installation Spatial Data Infrastructure (DISDI) portal. The funding source is federal dollars, provided through the Office of Economic Adjustment (OEA), which Harford County, Maryland serves as the lead agency for the Chesapeake Science and Security Consortium (CSSC).
The Office of Economic Development recommends award in the of $80,000.000 to EA Engineering, Science and Technology Inc., PBC of Abingdon, MD in accordance with Section 41-25 of the Harford County Code.

Item No. 08-07-18-13 Mr. Hebel presented Solicitation No. 19-048 on behalf of Tim Dorbit; Repair and Resurfacing of Willow Chase Drive, Etc.; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Glen Hebel from the Department of Public Works, Engineering, stated this is for the repair and resurfacing of Willow Chase Drive, Etc.
The Department of Public Works, Engineering, recommends award in the amount of $529,614.00 to Allan Myers MD Inc. f/k/a/ American Infrastructure of Fallston, MD in accordance with Section 41-25 of the Harford County Code.

Item No. 08-07-18-14 Mr. Hebel presented Solicitation No. 18-193; Replacement of Bridge 31- Snake Lane Bridge over James Run; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Glen Hebel from the Department of Public Works, Engineering, stated this is for the replacement of Bridge 31Snake Lane over James Run.
The Department of Public Works, Engineering, recommends award in the amount of $741,630.00 to The Six M Company Inc. of Delta, PA in accordance with Section 41-25 of the Harford County Code.

Item No. 08-07-18-15 Mr. Shah presented Solicitation No. 17-204; Rehabilitation of Bridges 119 and 122- Green Road over Tributary to Deer Creek; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Naveed Shah the Department of Public Works, Engineering, stated that the purpose of this project is to remove the superstructure of the subject bridges as well as portions of the existing abutments and wing walls, and construct new pre-stressed concrete beam superstructures with concrete decks supported by concrete cap abutments on drilled shaft foundations.
The Department of Procurement, Engineering, recommends award in the amount of $731,000.00 to The Six M Company Inc. of Delta, PA in accordance with Section 41-25 of the Harford County Code.
This motion was unanimously approved.
Item No. 08-07-18-16 Mr. Hebel presented Solicitation No. 18-210 on behalf of Jeff Stratmeyer; Reconstruction of Moores Mill Road, Phase 2 West between Rock Spring Avenue (MD 924) and US Business Route 1; Competitive Sealed Bid.
Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.
Mr. Glen Hebel from the Department of Public Works, Engineering, stated that this project is for the reconstruction, road repair and resurfacing of Moores Mill Road between the limits of Rock Spring Avenue (MD 924) and US Business Route 1. It also includes road repair and resurfacing work along Maye Field Drive.
The Department of Public Works, Engineering, recommends award in the amount of $2,510,777.00 to Allan Myers MD Inc., f/k/al American Infrastructure of Fallston, MD in accordance with Section 41-25 of the Harford County Code.
