Harford County Chamber of Commerce issued the following announcement on June 6.
Harford County Executive Barry Glassman announced today that Lawrence A. Richardson Jr., Esq. will join his administration as the policy director responsible for state and federal legislative affairs. Mr. Richardson will also work on complex constituent matters and report directly to the county executive, effective June 10, 2019.
Lawrence Richardson brings more than three decades of experience as a government affairs representative, including more than twenty years with State Farm Insurance Companies, the largest provider of property/casualty insurance and financial services in Maryland and the District of Columbia. As a registered in-house lobbyist in Maryland, Baltimore City, and Washington, D.C., Mr. Richardson was accountable for multiple facets of activities relating to legislative, general business and public relations issues before the Maryland General Assembly, the Council of the District of Columbia, the Baltimore City Council, their respective executive branches of government, and all relevant regulatory entities. This included the Maryland Insurance Administration, the Maryland Department of Labor, Licensing and Regulations, and the District of Columbia Department of Insurance, Securities, and Banking. Prior to his position with State Farm, Richardson worked as a staff attorney with BlueCross BlueShield of Maryland for 10 years, five of those years as counsel for the Office of Government Affairs.
Mr. Richardson has served as the vice-president of government affairs for the Maryland Chamber of Commerce since October 2016. During that time, he worked with the Maryland General Assembly and Office of the Governor to advance the Chamber’s policy goals on behalf of the business community in multiple areas of impact, including education, workforce development, taxation, energy, environment, civil liability, and transportation.
In 2017, he was appointed by County Executive Glassman to the Harford County EMS Standards Advisory Board. This all-volunteer board makes strategic recommendations to support high quality emergency medical services in the county and plan for future needs.
Mr. Richardson graduated cum laude from the University of Baltimore with a B.A. in political science/government and public administration and earned his law degree from the University of Baltimore. Lawrence Richardson and his family reside in Forest Hill.
“I have worked closely with Larry over the years, including my service in the Maryland House of Delegates and the Maryland Senate,” County Executive Glassman said. “He is a Harford County resident, and he will be an effective advocate for the citizens of our county.”
