Harford County Board of Estimates met Sept. 11.

Approval of Minutes of the August 7, 2018 Board of Estimates Meeting

The minutes of the August 7, 2018 Board of Estimates Meeting were approved by general consent.

Item No. 09-11-18-01

Mr. Kuba presented Solicitation No. 13-016; Employee Time and Attendance Management; Sole Source.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Mr. Nick Kuba from the Department of Information and Communication Technology stated that this will be for the renewal of the annual support and maintenance to support our time management system. Four (4) additional years were requested, as well.

The Department of Information and Communication Technology recommends award in the amount of $64,308.87 to Kronos Incorporated of Chelmsford, MA in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-02

Ms. Streeter presented Solicitation No. 19-073; Congregate Meals; Request for Proposal.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Ms. Suzanne Streeter from the Department of Community Services, Office on Aging, stated that this contract provides for Watson Hall Partners, LLC d/b/a Business Food Solutions to provide congregate meals to Harford County Senior Activity Center locations. The meals will meet federal requirements to meet the nutritional needs of older adults as mandated by the Maryland Department of Aging and must be prepared and delivered in accordance with the Code of Maryland Regulations (COMAR) 10.15.03. The cost per meal is $4.49. It is estimated that the Harford County Senior Activity Centers will serve up to 20,270 meals annually.

The Department of Community Services, Office on Aging, recommends award in an amount not to exceed $90,000 to Watson Hall Partners, LLC d/b/a Business Food Solutions of Baltimore, MD accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-03

Ms. Gatsoulas presented Solicitation No. 19-026; Crushed Aggregates - Excludes Washed; Competitive Sealed Bid.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Ms. Loriann Gatsoulas from the Department of Public Works, Highways, stated that Martin Marietta Materials was the lowest responsible and responsive bidder, after extensive computation of labor, equipment, stone cost and mileage mapping, it was determined that by contracting with this local vendor, the county will be able to save money.

The Department of Public Works, Highways, recommends award an amount not to exceed $441,600.00 to Martin Marietta Materials Inc. of Bel Air , MD in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-04

Ms. Buckley presented Solicitation No. 19-091; Steven Stewart- Independent Contractor; Negotiated Procurement.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Ms. Christine Buckley from the Department of Public Works, Stormwater, stated that Mr. Stewart will provide services related to the development, review, and implementation of watershed assessments and restoration plans, and the calculation and tracking of pollutant loads. Additionally, he will assist staff in the development of an Integrated Watershed Management Plan for planning of capital improvement projects. This plan will address the 20% impervious surface restoration requirement for the MS4 permit and the TMDL allocations for the Chesapeake Bay Watershed Implementation Plan. Mr. Stewart recently retired from Baltimore County Department of Environmental Protection and Sustainability after 28 years of service. A majority of his experience was associated with planning activities related to the MS4 program.

The Department of Public Works, Stormwater Management, recommends award in an amount not to exceed $50,000.00 to Steven Stewart of Bel Air, MD in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-05

Mr. Dorbit presented Solicitation No. 19-054; Poly Patch; Competitive Sealed Bid.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Mr. Tim Dorbit from the Department of Public Works, Engineering, stated that this is an on-call contract to procure the placement of Poly Patch material to level manholes, water valves, potholes, and bridge approaches throughout Harford County.

The Department of Public Works, Engineering, recommends award in an amount not to exceed $300,600.00 to Stewart & Tate Inc. of York, PA in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-06

Mr. Bates presented Solicitation No. 18-243; Perryman Roundabout; Competitive Sealed Bid.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Mr. Rick Bates from the Department of Public Works, Engineering, stated that the construction of the roundabout at Perryman Road and Old Philadelphia Road is to improve traffic flow and for the replacement of associated water lines, storm drains, and street lighting.

The Department of Public Works, Engineering, recommends award in the amount of $1,910,930.00 to Gray & Son Inc. of Timonium, MD in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-07

Mr. Patrick presented Solicitation No. 19-097; Three (3) 2019 Ford Police Interceptors; Piggyback #001B8400177.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Mr. Warren Patrick from the Department of Procurement, Fleet Management, requested approval for the purchase of three (3) 2019 Ford Police Interceptors. The vehicles will be replacing units beyond their useful life expectancy. The vehicles will be used by DES and not be outfitted with the Sheriff’s Department equipment.

The Department of Procurement, Fleet Management, recommends award in the amount of $85,761.00 to Hertrich Fleet Services Inc. of Milford, DE in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-08

Mr. Ryan presented Solicitation No. 19-082; Kelli N. Nelson- Independent Contractor; Negotiated Procurement.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Mr. Joe Ryan from the Department of Community Services, Office of Drug Control Policy, stated that Kelli Nelson, will work as an Independent Contractor in the capacity of a Truancy Court Coordinator. Ms. Nelson will coordinate information from the Harford County Public School System, the Harford County State’s Attorney Office, the Department of Juvenile Services, and the Circuit Court for Harford County, concerning students that fail to go to school. Offenders and their families will be monitored to ensure the student attends school regularly. The contractor will do house visits on students that fail to obey the court order to attend school. The contractor will connect the student and their family to resources needed to stay in school. The contractor will document court activity and report that information into the SMART data system as required by the Office of Problem Solving Courts.

The Department of Community Services, Office of Drug Control Policy, recommends award in an amount not to exceed $48,000.00 to Kelli N.Nelson of Bel Air, MD in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-09

Ms. Shrodes presented Solicitation No. 19-087; Donald R. Wilson- Independent Contractor; Negotiated Procurement. Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Independent Contractor in the capacity of a Family Mediation Coordinator for the Office of Human Relations and Mediation and will provide mediation, facilitation, and community conferencing.

The Department of Community Services recommends award in an amount not to exceed $40,000.00 to Donald R. Wilson of Forest Hill, MD in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-10

Ms. Scherer presented Solicitation No. 19-043; Joesph O. Williams, -Independent Contractor; Negotiated Procurement.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Mr. Teri Scherer from the Circuit Court for Harford County stated that Joesph O. Williams will work as an Independent Contractor in the capacity of an ADR Specialist for Harford County.

The Circuit Court for Harford County recommends award in the amount of not to exceed $64,896.00 to Joesph O. Williams of Abingdon, MD in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-11

Ms. Scherer presented Solicitation No. 19-044; Jill A. Svrjcek- Independent Contractor; Change Order. Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Ms. Teri Scherer from the Circuit Court for Harford County stated that Jill A. Svrjcek will work as an Independent Contractor in the capacity of a Visitation Services Coordinator.

The Circuit Court for Harford County recommends award in an additional amount not to exceed $25,900.00 per year; increasing the contract not to exceed total to $36,400.00 to Jill A. Svrjcek of Bel Air, MD in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.

Item No. 09-11-18-12

Mr. Wakefield presented Solicitation No. PM 17-006; Caretaker Lease Agreement: 5 W. Wheel Road, Bel Air; Negotiated Procurement.

Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.

Mr. Peter Wakefield from the Department of Procurement, Division of Property Management, stated that Harford County requests to enter into a Caretaker Lease Agreement with Ramon Torres to lease the County owned property known as the Emily Bayless Graham property. Mr. Ramos will perform the services of resident Caretaker in return for the use of certain land and a trailer located in the park.

The Department of Procurement, Division of Property Management, recommends acceptance of the Agreement in the amount of $0.00 per annum plus utilities and assigned duties to Ramos Torres in accordance with Section 41-25 of the Harford County Code.

This motion was unanimously approved with one member absent.
