Later that day, Harris addressed the ongoing government shutdown, writing: “As the shutdown stretched into its second week, Rep. Andy Harris said House Republicans had already passed a bill to keep the government open and blamed Senate Democrats for blocking it. Harris has served in Congress since 2011 after succeeding Frank Kratovil. Before his tenure in Congress, he served in both the Maryland House of Representatives and the Maryland Senate between 1999 and 2011. Born in New York City in 1957, Harris resides in Cambridge and holds a Bachelor of Science degree from Johns Hopkins University, earned in 1977.
