Rep. Andy Harris, who represents Maryland’s 1st district in the U.S. Congress, posted a series of tweets criticizing state officials and judicial processes related to gerrymandering and government shutdowns affecting SNAP benefits.

On November 2, 2025, Harris questioned the impartiality of a judge involved in a gerrymandering case expected to reach the Maryland Supreme Court. He wrote, “Exactly how are we going to get an unbiased opinion on the gerrymandering case when we get to the Maryland Supreme Court from this judge?

He should be impeached for that display, and Governor Moore, who nominated him, should support that impeachment.

The following day, November 3, Harris criticized Senator Chris Van Hollen, Senator Angela Alsobrooks, and Governor Wes Moore regarding their positions on a government shutdown and its impact on SNAP benefits. In his tweet he stated: “The ones failing to protect Marylanders are @ChrisVanHollen, @Sen_Alsobrooks, and @GovWesMoore — who either voted for or support keeping the government shut down, cutting off SNAP benefits for 680,000 people.

Later that same day he added: “Maryland residents are uncertain because Chris Van Hollen and Angela Alsobrooks…with the full backing of Wes Moore…keep choosing to shut the government down, cutting off SNAP benefits for families who rely on them.

Harris has served as a U.S. Congressman since 2011 after succeeding Frank Kratovil. Prior to his tenure in Congress he served in both chambers of Maryland’s legislature from 1999 through 2011. Born in New York City in 1957 and currently residing in Cambridge, Harris graduated from Johns Hopkins University with a Bachelor of Science degree in 1977.
