Rep. Andy Harris, who has represented Maryland’s 1st district in the U.S. Congress since 2011, posted a series of tweets on November 13, 2025, criticizing Maryland Governor Wes Moore and Democratic congressional leaders over state fiscal issues and recent federal disruptions.

In a tweet from November 13, Harris wrote: “I guess @GovWesMoore was fibbing a little when he talks about how he has created a surplus in Maryland’s budget. Even with his record-breaking $1.6 billion tax and fee increase on hard-working Marylanders, the state’s fiscal situation is in shambles. Maybe the governor should https://t.co/FHvxEecZbv”. The post directly questions Governor Moore’s claims regarding the state’s financial health.

Later that day, Harris commented on recent federal operational delays and their impact: “We could have avoided all this, but hopefully air traffic control will get back to normal, the food stamp money will be released by tomorrow to the states… The nightmare is going to be over, but not before Chuck Schumer and Hakeem Jeffries dragged us through it. https://t.co/67OhkwMR80”.

These statements were published as Harris shared concerns about both state-level fiscal management and national-level government operations.

Andy Harris began serving in Congress after defeating Frank Kratovil in 2011 and has continuously represented Maryland’s 1st District since then. Prior to his tenure in Congress, he served in both the Maryland House of Representatives and Senate between 1999 and 2011. Born in New York City in 1957, Harris currently resides in Cambridge and holds a BS degree from Johns Hopkins University.
