Havre de Grace Decoy Museum issued the following announcement on June 26.

Captain Bill Collins was born at Perry Point on May 15, 1949, the youngest of four children to James and Catherine Collins. After moving to nearby Principio, Bill entered Perryville Elementary School. By high school (Perryville), Bill was waterfowling with his older brother James on the Principio marsh and body booting on the Susquehanna Flats. His first work with decoys was as a teenager – making and repairing decoys to hunt over.
