Congressman Andy Harris announced on May 8 that Angie Webb from Saints Peter and Paul High School is the winner of Maryland’s First Congressional District’s 2026 Congressional Art Competition. Webb’s artwork, titled “Soaring Eagle,” will be displayed in the halls of the United States Capitol for one year. She will also be recognized at the annual Congressional Art Competition reception in Washington, D.C.
The competition highlights young artistic talent from across Maryland’s First District and provides students with an opportunity to have their work showcased nationally. The event is part of a longstanding tradition to celebrate creativity among high school students.

In recognition of this year’s theme celebrating the 250th anniversary of America, ‘Soaring Eagle’ is a powerful piece that reflects the strength, freedom, and spirit of our nation through impressive artistic talent and patriotic imagery. Andy Harris has represented Maryland’s First District in Congress since 2011 after succeeding Frank Kratovil, according to Congressman Andy Harris.
